A measure ultimately more advantageous, in terms of amounts saved, for the most favored motorists. Government fuel rebates in 2022 have benefited more well-to-do households, who are the biggest riders, according to an INSEE study Released Thursday, July 6.

Fuel prices had exploded in the spring of 2022, boosted by the post-Covid recovery and by the consequences of the war in Ukraine. The government then set up a discount of 15 to 18 cents including tax per liter of fuel, increased to 30 cents in September and October. According to INSEE simulations, they have led to an average reduction of 51 to 81 euros in the bill for motorists. These discounts reduced prices by 10.8% on average, compared to market price developments.

“Wealthier households spend, on average, more on fuel costs, but this expenditure represents a smaller share of their income, explains INSEE. The rebates have thus resulted in a reduction in the bill of 64 to 115 euros for the quarter of the wealthiest households (i.e. between 0.09% and 0.17% of their income, for an average annual bill of around 2 000 euros)”. For a quarter of the most modest motorists, the reduction in fuel bills will have been 29 to 48 euros thanks to these discounts, “i.e. between 0.26% and 0.42% of income”.
