Government wants to use pre-molded wooden houses to shelter victims of the rains in São Sebastião

The Government of São Paulo plans to build pre-molded houses with a wooden structure, in a system called “wood frame”, to integrate the housing project destined to shelter the victims of the heavy rains in São Sebastião, on the coast of São Paulo, which left 65 dead . The project is in the negotiation phase.

In all, the construction of around 1,200 housing units is planned, divided into at least six plots of land – in Vila Sahy, the region most affected by the tragedy and with the highest number of dead and homeless, in Baleia Verde, in Maresias, where three are being considered. addresses, and in the neighborhood of Topolândia, in the center of São Sebastião.

The units will have one or two bedrooms with 35 and 48 square meters, respectively. The smaller rooms will be for single people and couples, and the larger ones for families with children. The installation of single-story houses to house the disabled is also under study.
The total estimated budget is up to R$ 150 million and must be funded by the private sector.

According to the state secretary of Housing, Marcelo Branco, the construction model was chosen due to the faster completion of the works in up to four months and because it does not include iron structures, which is more sustainable for buildings on the coast exposed to humid terrain and to the sea ​​air.

“The CDHU [Companhia de Desenvolvimento Habitacional e Urbano] will have to adapt to this prefabricated market. If we do not look at the modernization of construction technologies, we will remain 20 years out of date”, he says.

Governor Tarcísio de Freitas (Republicans) imposed a deadline of six months for the delivery of the first units, which should occur in Vila Sahy, where there is a greater demand for homeless people.
The units will be built close to the Rio-Santos highway and should be used as a showcase for state management.

The Housing secretary and vice-governor Felicio Ramuth (PSD) traveled to Curitiba, Paraná, last Sunday (26th), to visit one of the factories quoted to supply the pre-molded units. Ramuth suggested hiring the same construction system used to build a municipal hospital in São José dos Campos, in Vale do Paraíba (SP), when he was mayor.

The government’s urgency, at this moment, is to make the so-called village of passage viable, temporary housing to house the population while the works are carried out. The most viable option is to build the village in the Topolândia neighborhood, which requires less structural interventions.

The companies sought by the state government to supply the structures, however, gave a minimum period of four months for delivery, which was considered unfeasible.

Another solution negotiated this Friday afternoon (3) was the allocation of 300 newly opened housing units in Bertioga to the victims of the rains for eight months.

The São Paulo Popular Housing Front of the State of São Paulo signed an agreement with the state Housing Secretariat to transfer the units provisionally. The negotiation involved Tarcísio, vice president Geraldo Alckmin (PSB) and the mayor of Bertioga, Caio Matheus (PSDB), who refused to remove homeless people from the list of beneficiaries of the projects.

Another obstacle has been finding the deeds and owners of the land chosen by CDHU technicians to build the housing complexes. There is a lot of vacant land in the region that requires legal processes to be expropriated by the state and transformed into areas of social interest.

The developments still do not have a defined model, but they will have to comply with the maximum height limit of nine meters, according to the São Sebastião Master Plan approved in 2020.
The construction of buildings in the tourist city sparked debates between the city hall and residents, who organized protests during public hearings in the Chamber against the approval of the new construction template, in 2019.

The current rule defines the maximum limit of nine meters – plus three meters for installing a water tank – for buildings throughout the municipality.

Despite having integrated the movement against the construction of buildings in São Sebastião, Amovila (Association of Residents of Vila Sahy), the area most affected by landslides, will discuss the matter again, according to the director of the entity, Clodomir de Almeida Silva .

Currently, to remedy the city’s housing deficit, which affects around 25,000 people in inadequate housing, it is necessary to build 8,000 to 10,000 houses, according to civil engineer Ivan Maglio, author of the project that served as the basis for the city’s Master Plan. “The current maximum allowable height template is sufficient to house everyone,” he says.
