Since the first of April, almost all means of contraception are available free of charge in Luxembourg, regardless of age. Sterilization costs for women and men are also reimbursed, according to the Ministry of Health. Only condoms still have to be paid for by consumers. Until now, only a limited list of prescription contraceptives was reimbursed at 80% in Luxembourg for women under 30. This new regulation should have earned the country points in the “Contraception Policy Atlas” of 2023.

L’« Contraception Policy Atlas of the European Parliamentary Forum for Sexual and Reproductive Rights (EPF) annually assesses access to contraceptives, counseling services and online information about them in European countries.

According to the 2023 edition, it is in Great Britain that the situation is the best on the continent, followed by France, Belgium and Luxembourg. Switzerland does rather poorly in Western Europe: unlike France, for example, all means of contraception must be paid for by the consumer, and it is above all low-income people who pay the price. Along with Italy, it is the only Western European country to score below 60% in the study. As our graph shows, Poland is the worst-ranked European country when it comes to contraception.

In only 20 of the 46 European countries, health systems support at least one means of long-term reversible contraception, such as the contraceptive pill, the contraceptive ring or the IUD.
