Conakry, Guinea: the Guinean government, through the departments of Territorial Administration and that of Pre-University Education, has just reacted to the strike of contract teachers, who, it promises, will soon be restored to their rights .
“Community contractual teachers will be paid after the processing of the anomalies observed during the joint mission to verify the effective presence of the said teachers in the classes. In accordance with the instructions of the Council of Ministers of May 19, 2022, 18,628 communal contractual teachers were recruited at the start of the 2022 school year in the 7 administrative regions of the country to meet the pressing needs in teaching expressed by the local authorities the day after the proclamation of the exam results for the 2022 session.
In order to verify the effective presence of the said teachers in the classes and to proceed with the payment of their salaries, a mixed mission composed of the general inspectorate of MATD, the general inspectorate of MEPUA, the SNE under the supervision of the general inspectorate of the Ministries of Economy and Finance and Budget was deployed in the field on February 28, 2023. This mixed verification and payment mission paid for a departure a bonus of 1 million Guinean francs to 17,468 teachers on the 18,628 announced, a difference of 1,160 unidentified teachers. The mission also, on the basis of objective analyses, made the following observations:
- The actual presence of contractual teachers in class situation, numbering 1,128 but absent from the official list which served as the basis for verification
- Similarly, the total omission from the official list of contractual municipal secondary school teachers in the prefectures of Boké and Fria.
- Non-compliance with the recruitment criteria for municipal contract teachers in most localities by actors committed to this task, in particular: insufficient level of training, contract workers of a certain age, use of fake diplomas, insufficient content of the contract , the inconsistency between recruitment and the expression of the real need in several places, plethora and replacements, non-compliance with regulatory hourly charges, falsification of administrative documents presented for control, attendance control books, certificates of taking services, schedules, to name only these anomalies among the most important.
In the immediate future, a new joint verification and payroll mission will be dispatched from April 27, 2023 to pay the omitted contract workers from all the prefectures.
Also, the technical services are hard at work to eradicate from the list of contractors the cases of fraud detected during the last verification mission. Other checks are in progress with a view to the final validation of the lists and the payment of the balances as soon as possible.
At the end of these operations to clean up the file, the MATD and the MEPUA reassure that the salaries will be paid regularly with a reminder of the arrears for the municipal contractual teachers who will have been regular in front of the pupils and who actually work in the communities.
