Guinea’s Land Destruction Crisis: Holding Alpha Condé’s Regime Accountable for Building Demolitions – RFI Report

(Rfi.fr) – In Guinea, for eight months, victims of the destruction of buildings under the Alpha Condé regime, particularly in the Kaporo Rails district, have been suing Ibrahima Kourouma, the last Minister for the City and development of the territory of Alpha Condé as well as Mohamed Maama Camara, its general secretary. They are accused of destroying private buildings and abuse of authority, among other things.

Following these legal proceedings, the court before which Ibrahima Kourouma and Mohamed Maama Camara were appearing declared itself incompetent to try Minister Kourouma but, on the other hand, it sentenced, in absentia, Maama Camara to 5 years in prison and payment of 4 billion Guinean francs (approximately 400,000 euros) in fines to be paid to the victims.

Joined by RFI, Mamadou Samba Sow, spokesman for the victims, said he was half relieved because the fight continues so that the former Minister of Cities and Regional Planning, Ibrahima Kourouma, is also sentenced.

“As victims, we are half relieved because the court of Dixinn recognizes that the Guinean State is wrong, through the condemnation of Mr. Mohamed Maama Camara. Now, we would have liked Mr. Ibrahima Kourouma, who is one of the architects of the destruction of our houses, to also be condemned.

But since this has not been done, we are going to consult with our lawyer to see what is the procedure to follow so that Mr. Ibrahima Kourouma, too, can answer for the charges against him.

So in the meantime, the fight continues. More than 1,200 families have been unjustly expelled from their land. Their homes were destroyed by the regime of Mr. Alpha Condé in violation of the Constitution which was in force at the time and of the Land and State Code of the Republic of Guinea, while these citizens were regularly installed by the Guinean state under the regime of Mr. Sékou Touré and under that of Mr. Lansana Conté. »

As a reminder, in February and March 2019, under Alpha Condé, the Ministry of Cities and Territorial Development demolished at least 2,500 buildings, according to a report by Human Rights Watch, in Kaporo Rails, Kipé and Dimesse, three localities of the municipality of Ratoma in the suburbs of Conakry, on the pretext that a decree had classified this area as a State land reserve.
