Sohag – Ammar Abdel Wahed:
Yesterday, Sunday, the Tenth Circuit of Sohag Criminal Court acquitted the psychiatrist and neurologist, accused of storming a medical analysis laboratory owned by his wife, in the area of Martyr Abdel Moneim Riad, Sohag Police Department Department, and assaulting her with a white weapon “knife”, and inflicting a cut wound to the neck, and her son stabbed her son As a result, he breathed his last, and a chemist sustained a slit wound to the neck. The court also decided to place the accused in a mental hospital.

“Masrawy” is unique in publishing the psychiatric and mental medical report of the accused regarding his condition and the extent of his criminal responsibility in the case in which he is accused.
The report stated that the accused, “Ali MA,” accused in Case No. 1418 of 2022 misdemeanour, First Sohag Department No. 394 of 2022, North Sohag College, was examined, which was transferred to the Forensic Psychiatry Department on July 7, 2022; to be deposited for examination at the Department of Forensic Psychiatry; To prepare a psychiatric and mental medical report on his condition and the extent of his criminal responsibility in the aforementioned case, with the knowledge of a tripartite committee in the hospital.

The accused confessed that he had committed the incident in question before the examination committee.
Relationship of the accused with the victims:
The victim’s child is the son of the accused’s ex-wife.
The victim is the free-lance of the accused.
The other victim is a co-worker of the accused’s ex-wife.

Age: 39 years old.
Qualification: Holds a Bachelor’s degree in Human Medicine, Sohag University.
Marital status: Divorced two wives and supports three children.
Work/ General Practitioner.
Residence/ Hassan Abu Rehab Street – Automatic Bakery – Sohag First – Sohag Governorate.
The accused stated that he was consulting his friends, doctors specializing in psychiatry and neurology, and had not previously been detained in any private or government clinic.
Physical examination and laboratory tests
– Physical examination of the heart, abdomen and chest intact.
– Measurements of vital signs such as pulse, pressure and temperature within the normal limits.
– Results of laboratory research (blood picture – liver and kidney functions – blood sugar) within normal limits.
Urine drug result: Negative
Notes on the patient in the department:
The accused is calm and cooperative, and is not interested in his personal hygiene, eating and excreting are within normal limits, sleep is disturbed, he did not experience any seizures, violence or loss of consciousness during the period of his placement for examination.
Psychological Research
– He was given a Wechsler Bellevue test for the intelligence of adults, and his IQ was (95), and this puts him in the category of the normal average of intelligence.
Examination of the current psychological and mental state
By signing a psychiatric and mental medical examination on the accused, it was found that he is a man at the end of his forties, calm, of average concern for his personal hygiene, cooperative, has no involuntary movements or commitments, has a lack of emotion, has a depressive mood, is aware of time, place and people, his words are few and urge, Scar Disturbance in the form and content of thought, suffers from persecutory delusions, suffers from the delusions of doubt, and delusions of sign, has auditory hallucinations, is unable to distinguish and sound judgment on matters, is not clairvoyant in his reality.
Diagnosis and its relationship to the accusative incident
– He was diagnosed several times by members, and by discussing the members of the examination committee of the accused, and the committee jointly and individually during the period of his deposition for examination in the forensic psychiatry unit at Abbasiya Mental Health Hospital under observation, reviewing the case file and investigations, reviewing the medical file and nursing notes, and conducting psychological and social research for him and reviewing The medical file issued by Al-Khanka Hospital during the period of his admission to treatment by judicial order proved to the examination committee that the accused suffers at the present time and at the time of the commission of the incident under accusation from “schizophrenic disorder” (ICD-10: F 20) according to the tenth international classification of symptoms, a psychological disorder that renders him unable to On perception and choice.
The opinion of the tripartite committee formed to prepare a report on the case of the accused
From the foregoing, it was proven to the examination committee that the accused “Ali.M” is currently suffering.
And at the time of the commission of the incident in question of “schizophrenic disorder”, a psychological disorder that made him lose the ability to perceive and choose, and therefore he is not responsible for the accusation attributed
According to Article (62) of the Penal Code in Case No. 1418 of 2022, Sohag First Division 394 of 2022, North Sohag College.
Remedial plan and recommendations (if the justice of the court agrees with the opinion of the committee)
1- Placement of the accused in one of the government psychiatric hospitals designated for the treatment of mental illnesses.
2- Pharmacotherapy and electrotherapy sessions appropriate to his condition as determined by the treating specialist.
3- Rehabilitation treatment to return the accused to perform the functional and social roles appropriate to his sick condition
4- Family therapy to reduce the impact of trauma on the family, restore the accused’s acceptance of the family, raise awareness of the nature of the disease, how to deal with it, manifestations of relapse, its treatment, manifestations of danger, and how to prevent it.
5- The accused was presented periodically to the committee formed by the National Health Council
Psychiatric care at least once a year in accordance with the provisions of Law No. 71 of 2009 regarding the care of the mentally ill.

The tripartite committee, which was commissioned by the Director-General of the Technical Secretariat of the Regional Council for Mental Health No. (1) Cairo, included Dr. Hisham Ahmed Ramy, professor of psychiatry at Ain Shams University, “chairman”, and Dr. Reham Abdel-Samia Ali, a consultant psychiatrist, “as a member.” “, Dr. Ahmed Mohamed Abdel Rahman, consultant psychiatrist.
The beginning of the incident
