How Kiel, Germany Is Redesigning Itself to Fight Climate Extremes

Having declared a climate emergency as early as 2019, Kiel has been forced to accelerate its response. The city established a dedicated climate adaptation division in 2025 under the direction of Martina Baum, formalizing a comprehensive adaptation plan in February 2026.

“The impacts of climate change are hardly abstract in Kiel,” Baum noted in interviews with DW.

The Delicate Balancing Act Between Adaptation and Mitigation

A dangerous ideological trap often plagues modern municipal policy: does planning for climate adaptation mean waving the white flag on climate mitigation?

City officials in Kiel have grappled directly with this philosophical friction. For a long time, municipal leadership felt an institutional hesitation to officially engage with climate adaptation, fearing it might dilute the political and financial urgency required to cut greenhouse gas emissions.

“I also felt uneasy about it at first, because it felt as though it would somehow take the pressure off climate protection efforts,” Baum admitted to DW. But as coastal cities from Santa Cruz in the United States to Quezon City in the Philippines confront rising seas and intensifying heatwaves, waiting for global emissions cuts is no longer a viable standalone strategy.

Yet, adaptation measures can frequently cannibalize mitigation goals. Take the ubiquitous demand for air conditioning during soaring summer temperatures. Installing power-hungry cooling units in residential housing blocks, senior care facilities, and daycare centers protects vulnerable populations from heat stress.

At the same time, it spikes municipal energy demand. “Even if we use renewable energy, demand is not yet covered by renewable sources 100% of the time, so any additional energy we consume will ultimately result in the emission of climate-damaging greenhouse gases,” Baum explained.

Engineering Natural Resilience into the Urban Core

To break this vicious cycle, Kiel is pioneering nature-based architectural interventions that cool the city without straining the electrical grid. The municipality is aggressively integrating vegetation onto building facades, redesigning urban parks to actively funnel cooler sea breezes into the dense city center, and streamlining bureaucratic processes to help residents secure permits and grants for private adaptation projects.

At the heart of this botanical strategy lies a long-term arboreal experiment. A decade ago, the city’s green spaces department planted five specimens each of 20 distinct tree species to test their resilience against high temperatures, severe drought, and salt spray whipped up from the nearby Baltic Sea.

Urban trees are critical infrastructure, capable of dropping street-level temperatures by roughly 1.5 degrees Celsius while purifying the air. But selecting the right urban canopy requires immense patience.

“There is no one-size-fits-all climate tree; different sites require different tree species,” explained Nicole Holz of the city’s green spaces department. Petra Holtappel, who heads the same department, emphasized the timeline required for empirical data: “It’s going to take some 20, 30 years until you get some real results.”
