If the Nation does not pay, the Province will go to Court

Once once more, subsidies for urban and interurban transportation in Córdoba are once once more in the eye of the storm. As reported this Monday, the national government did not release the funds corresponding to September; and if it continues in this situation, the Province has already anticipated that it will appeal to the Supreme Court of Justice.

The focus of the conflict is the implementation of the Sube card, which the Minister of Economy and presidential candidate, Sergio Massa, had announced at the end of August. Already at that time, the capital municipality and the government of Juan Schiaretti had assured that this implementation was not easy.

At the beginning of September, the national Ministry of Transportation penalized Córdoba for not implementing the Sube with a discount on contributions, which generated a claim from the provincial government. Of those assigned to the urban system, 90% are sent. While for intercity buses, 90% of 90%.

Now, the distribution headed by Diego Giuliano from Rosario did not send a single peso of the $1,350 million corresponding to the Compensating Fund, the technical name for transportation subsidies in the interior of the country.

This Monday, the provincial Transportation Secretariat urged the Nation to transfer the funds. The excuse for not sending them would be, as it turned out, that the first claim must be abandoned to receive the money.

The voice requested information from the Ministry of Transportation of the Nation, but has not yet received a response.

From the Province, they indicated that the one who fails to comply with the implementation of the Sube is the national government itself. “We complied with each of the commitments and sent all the documentation, including from the six municipalities regarding which they complained: Capital, Carlos Paz, Río Tercero, Villa María, Río Cuarto and San Francisco,” said the provincial Secretary of Transportation, Franco. Mogetta.

“They are the ones who have to have an implementation schedule,” the official noted.

Along the same lines, it was highlighted that if the national funds do not reach Córdoba, a lawsuit will be filed in court. This type of action between two jurisdictions falls on the Supreme Court of Justice of the Nation, in the same way that happens with the provincial claim to the government of Alberto Fernández for the Retirement Fund.

The key question is what will happen to the buses of the urban and interurban systems of Cordoba. If there will be any type of repercussion for the non-arrival of the $1,350 million committed.

As highlighted by the Province, “the operation of the system is guaranteed.” This means that the benefit should not be affected and that this national money must be replaced by provincial or municipal contributions, if the buses are to continue circulating.

The long route of the Sube

The Single Electronic Ticket System (Sube) is managed by a state company: Nación Servicios. Like Red Bus in the city of Córdoba or Tin in the interurban, it is used to pay for trips.

It is in charge of the national government, through the Ministry of Transportation. With this mechanism, subsidies are applied to certain groups of users, who pay half of the cost of the trips. They are called “social attributes (SAT)”.

In Córdoba, it only works on the urban transport of Villa Allende, where it arrived during the presidency of Mauricio Macri.

Since 2020, the resolutions of the Ministry of Transportation of the Nation warn that you must have Sube to collect subsidies. The same warning is in all national budgets from that year to date.
