“Improper use of public resources of the Mayor’s Office were used for political campaigns”: Luis Peláez’s complaint

This Wednesday, the deputy Luis Peláez Jaramillo met with members of the Deputy Attorney General’s Office to expand his complaint against the suspended mayor Daniel Quintero for his possible improper participation in politics through the use of public resources in electoral campaigns. .

In said procedure, Peláez handed over several pieces of evidence to the control body that would link the suspended mayor, Daniel Quintero, to alleged acts of corruption.

In an interview with EL COLOMBIANO, the member of the political party Dignidad recounted details of the diligence.

What does the complaint extension consist of?

“When you file a disciplinary complaint within the new system provided by Law 2094 of 2021 —which created jurisdictional functions for the Attorney General’s Office— there is a box where they ask if you are willing to expand the complaint. We marked that and that is why the Attorney General’s Office within the order of suspension Mayor Quintero made it clear that one of the following acts was to call me to expand and ratify under oath what I said about his improper participation in politics so that this complaint is upheld for ratification.

In addition, the extension serves for one to provide more evidence and facts that link the disciplined person to the initial complaint; but it also allows the complainant to make requests that they have. Apart from providing more evidence and facts, we are going to request that Daniel Quintero’s provisional suspension (which expires on June 20) be extended to mid-September.

And what about the subject of alleged acts of corruption that you are also going to comment on?

“The issue of corruption that we are going to denounce —and that has to do with the improper use of public resources of this administration in political campaigns— is focused on the issue of the communications strategy that is being handled in the Mayor’s Office and which includes the creation and payment of false ‘alternative and community’ media dedicated to promoting political propaganda for a candidate and discrediting opponents of Daniel Quintero.

And it is that several of the mayor’s resources went to certain digital media such as Medellín Unstoppable or NT24, which are institutions created to attack opponents of the mayor and to campaign for Quintero, his bishops, and Petro. All these media that make up a digital platform are to play a dirty game in the head of Amauri Chamorro ”.

And what evidence do you have of that?

“Regarding the media, many of the tests have been exhibited by yourselves. For my part, I am going to present the Amauri Chamorro contracts that could not be raised to more than $1,000 million, either by Telemedellín or by the Mayor’s Office.

In addition, we are going to point out the indications that we have that suggest that money came from the created media for former officials of the Quintero administration who are currently in Petro’s political campaign and that they would have been used for their personal expenses despite the fact that they justify them as expenses. of campaign”.

In other words, there would be a kind of “carousel” because the media are created, they would be financed with public money and from there money comes out for former officials?

“There would be like a parallel payroll because these officials have been receiving money as if nothing from the contributions of those media. They have deceived the militants themselves (of the Historical Pact) because while the former do not have money to distribute flyers, they distribute them but for civil servant salaries. That is why I will also make the request to the Attorney General’s Office so that these accounts are intervened and those payments are tracked.

Will you also talk about the alleged electoral constraint on contractors?

“Yes. The contractors of various entities of the Mayor’s Office are being told that if Petro does not win, their contract will end. We have even received complaints that they must put up money and if they don’t put up money, then they no longer have contracts.

The pressured contractors belong to each office that handles a good budget and to which the secretary resigned to go to do politics.”

And how would the issue of contributions be taking place?

“In fact, a ‘guarantee’ so that they have to give that money is that the secretaries, who were also expense managers, come out to join the Petro campaign. That is a direct strategy because all those former secretaries after the campaign will surely return to the Mayor’s Office.

So what they are doing is telling those contractors: ‘if you want to have your contract and you want to renew it, remember that I’ll go back there, and I have the power to change your contract if you don’t help me now.’ This is like extortion, unbelievable! Although Antioquia and Medellín are two very political regions, with this situation the bar is very high”
