It was a promise from candidate Macron. Since January 11, young people aged 15 to 17 can register on the National Universal Service (SNU) platform to be part of the 25,000 participants expected by Sarah El Haïry, Secretary of State to the Minister of national education and sports in charge of youth and commitment, for this new phase of implementation. Initially, the selected candidates will participate in a “cohesion stay” of two weeks, from June 21 to July 2, then supplemented by a “general interest mission” of twelve days or eighty-four hours minimum. .
Behind the program, an ambition: to register the SNU “In the fight against separatism”. The ministry explains that “Modules have been designed by experts”, such as that planned on radicalization by the Interministerial Committee for the Prevention of Crime and Radicalization, as well as debates on secularism. “The SNU was designed before the assassination of Samuel Paty [le professeur d’histoire-géographie tué par un terroriste islamiste dans les Yvelines, le 16 octobre 2020], but, in 2021, it will be more than topical. The events of 2020 reaffirmed its need for the government ”, says someone close to the Secretary of State. The opening date for registrations is also strategic: the bill against separatism returns to the National Assembly in less than two weeks, on 1is February.
By now extending the initiative to all French departments, at a cost of 61 million euros (twice as much as in 2019), the government hopes to obtain a representative sample of the approximately 800,000 young French people per year for whom the SNU should be made mandatory in the coming years. Tens of thousands of applications are expected to “Select diverse profiles” and “Ensure that all the young people meet”, explains the ministry. For the 2021 edition, “Representativeness is at the heart of the SNU project”, with particular interest in “Parity or even young people with disabilities”. It even takes precedence over the motivation of young people: “The requested cover letter is only a way for us to decide, there will be a waiting list. “
