In commissions, deputies approve AMLO’s electrical reform

The members of the United Commissions of Constitutional and Energy Points in the Chamber of Deputies approved in general and in particular the project of opinion of the electrical reform that contemplates modifications to the Constitution in its articles 25, 27 and 28.

With 47 votes from the Morena-PVEM-PT bloc in favor, and 37 from the opposition against, the united commissions generally approved the opinion, which is expected to be discussed tomorrow in the Plenary of San Lázaro.

During the two and a half hour debate to approve it in general, legislator Salvador Caro, from Movimiento Ciudadano, maintained that “we are attending the funeral of the constitutional reform, a reform that could not gather enough votes to move forward”; to which the petista Gerardo Fernández Noroña replied:

“The opposition says that it is the funeral of the constitutional reform in electrical matters, no! We went to the political funeral of the opposition that does not understand what it does not understand, that does not see that yesterday the people of Mexico did a very powerful feat by going to the polls to endorse their support for fellow president López Obrador and to support this constitutional reform,” he said.

For the PRI, deputy Pedro Armentía confirmed the vote of his bench against the ruling and told the majority of Morena that, “with work and respect there is dialogue, (but) with pressure there is nothing.”

The majority headed by Morena endorsed the project that, among other aspects, establishes that the Federal Electricity Commission (CFE) will be responsible for the National Electricity System and will generate at least 54 percent of the electrical energy that the country requires, leaving up to 46 percent. cent to the private sector.

“The State will preserve the security and energy self-sufficiency of the nation, and the continuous supply of electricity to the entire population, as an essential condition to guarantee national security and the human right to a dignified life,” the opinion also establishes.

At the proposal of President Andrés Manuel López Obrador, the document also states that, “in the case of radioactive minerals, lithium and other minerals considered strategic for the energy transition, no concessions will be granted.”

The project presented yesterday provides in its transitory regime that “electricity generation permits granted and electricity purchase contracts with the private sector are cancelled, as well as pending resolution requests.”

It establishes that the generation from the modifications to the self-supply permits granted in violation of the provisions of the law will not be recognized or acquired by the CFE, nor will the surplus generation of independent power producers derived from permits superimposed on the original permit. .

Among the changes, the incorporation of a transitory article to recognize distributed generation contracts and maintain the current conditions for new contracts up to 0.5 megawatt stands out.

“The municipalities and organizations of the non-profit social sector may enter into contracts for self-consumption with distributed generation, up to 1.0 megawatt, complying with the requirements established by the CFE,” it adds.

Project includes proposals from Va por México: Mier

The leader of Morena in San Lázaro, Ignacio Mier, affirmed that in the project the proposals made by the PAN, PRI and PRD benches are included, while trusting that they endorse the legislation in full.

Meanwhile, the PAN deputy, Jorge Triana, anticipated that his parliamentary group will vote against the draft opinion in the session hall, “it is a reform that is dead.”

The draft opinion was sent to the Board of Directors, chaired by Sergio Gutiérrez Luna, which he summoned a session for this Tuesday to address the project emanating from the united commissions.

Ignacio Mier reported that tonight The Political Coordination Board will meet to “precise the form and mechanics of the discussion of the project.”
