German authorities recently apprehended a 35-year-old Bulgarian driver operating a luxury vehicle outfitted with police-like equipment. During a routine traffic stop in Duisburg on January 27, police discovered a signal lamp featuring blue and red lights, along with a siren capable of emitting various sounds. Additionally, the vehicle contained a speaker that allowed the driver to communicate with other motorists, mimicking the actions of law enforcement.
“When checking the car with Bulgarian registration plates, the police found a signal ‘police’ lamp with blue and red lights, as well as cheese with a speller system. with the help of the manual microphone, it was possible to reproduce different sounds of the siren from the outside. In addition, the driver could guide traffic directly with the help of a speaker,” stated authorities on their official Facebook page.
Despite the presence of these conspicuous features, the driver asserted that he had never utilized the equipment. “I bought it old ‘Presidential Car’. I had never used the lamps and the speaker, but I also never questioned their presence in my car,” he claimed.
While the driver’s explanation remains unclear, the incident highlights the growing concern surrounding individuals impersonating law enforcement. The unauthorized use of police-like devices can pose notable risks, creating confusion and perhaps endangering public safety. Drivers equipped with similar devices could mislead motorists, leading to accidents or hindering legitimate police operations.
Such incidents underscore the importance of strict regulations governing the ownership and usage of emergency vehicle-related equipment. Authorities worldwide must collaborate to enforce these regulations effectively, ensuring public safety and preventing the misuse of potentially risky equipment.
Motorists are urged to remain vigilant and report any suspicious vehicles displaying unauthorized emergency lights or sirens. Recognizing the potential dangers associated with impersonation, individuals can contribute to a safer driving environment by promptly alerting authorities.

Heike Schneider, Chief Superintendent, Duisburg Police Department
Archyde News (AN): Can you walk us through the initial traffic stop that led to the finding of the modified vehicle?
Heike Schneider (HS): Of course. On January 27, our officers pulled over a vehicle with Bulgarian registration plates for a routine traffic check. During the inspection, they noticed a signal lamp resembling a police light bar, along with a siren and a speaker system. Upon closer inspection, we realized the full extent of the modifications.
AN: Were there any immediate concerns for public safety?
HS: Indeed, the presence of thes police-style devices raised meaningful concerns. While the driver insisted he hadn’t used them, their mere existence posed a risk. Motorists could have been misled, leading to confusion or even accidents.
AN: The driver claimed to have bought the car as a ‘Presidential Car.’ any response to that?
HS: We’re still investigating the vehicle’s origin and history. Though, irrespective of its past use, equipping a private vehicle with law enforcement-style equipment is illegal and hazardous. Our priority is ensuring public safety.
AN: How do you think cases like this might impact legitimate police operations?
HS: Impersonating law enforcement can create unnecessary complications.Drivers may not take such vehicles seriously, hindering our ability to maintain order. Moreover, it could delay response times if emergency services were misled.
dr. Felix Ehrmann, University of Cologne
