On September 1, 2026, Manila’s air quality reached alarming levels as transboundary haze from ongoing forest fires in Kalimantan, Indonesia, swept across the National Capital Region (NCR) and triggered urgent health warnings from environmental and academic institutions.

The air quality crisis hit urban residents hard on Tuesday morning, transforming the Metro Manila skyline into a muted, gray expanse. Data released by the Department of Environment and Natural Resources-Environmental Management Bureau (DENR-EMB) as of 7 a.m. on September 1 revealed that 11 out of 15 monitoring stations in the NCR recorded “acutely unhealthy” air quality. Fine particulate matter—known as PM2.5—surged to levels small enough to penetrate deep into human lungs.

The Don Bosco monitoring station in Parañaque registered an Air Quality Index (AQI) of 300, sitting a single point below the emergency threshold of 301 to 500, according to Manila Bulletin. Other heavily impacted areas included Quezon City at 242, Las Piñas at 240, Manila at 233, Malabon at 230, Taguig at 226, Valenzuela at 224, Marikina and Muntinlupa both at 219, San Juan at 214, and Mandaluyong at 209.

Meanwhile, Pateros, Navotas, and Makati experienced “very unhealthy” conditions with readings ranging from 151 to 177, while the SMPH Commonwealth station in Quezon City posted the lowest regional reading at 140, classified as “unhealthy for sensitive groups,” as reported by Manila Bulletin.

Transboundary Smoke and Meteorological Realities

The sudden degradation of the capital’s atmosphere is largely beyond local control. Engr. Jundy del Socorro, Chief of the Environmental Quality Management Division (EQMD) at DENR-EMB, explained that the transport of smoke depends heavily on external factors, including the intensity of active fires in Kalimantan, regional rainfall patterns, and the prevailing southwest monsoon, known locally as Habagat.

“From September 1 to September 3, haze may continue to affect parts of Philippines because smoke from Kalimantan is still being transported by the prevailing southwest monsoon (Habagat) while fires remain active,” Socorro stated.

Environmental officials note that nature may offer the quickest remedy. Rain acts as a primary scrubbing mechanism, washing suspended particles and fine particulate matter out of the atmosphere. Socorro added that air quality could gradually improve between September 4 and 6 if widespread rainfall persists and wind directions shift, though conditions beyond September 6 will hinge on whether the Kalimantan fires continue generating smoke.

Institutional Responses and Public Health Directives

In response to the deteriorating atmospheric conditions, major academic institutions swiftly adjusted their operations to safeguard students and staff. The University of the Philippines (UP) Diliman advised its community members to wear well-fitting face masks, especially when commuting outdoors, and encouraged anyone experiencing discomfort to visit the University Health Service.

Similarly, the Ateneo de Manila University (ADMU) suspended onsite work at its Loyola Heights Campus starting at 2:30 p.m. on Tuesday following assessments by the Ateneo Institute for Sustainability and the Office of the University Physician and Clinic. The university issued Memorandum No. UHR2627-25R, reminding employees to use KN95 masks or their equivalents and avoid unnecessary outdoor exposure.

The DENR-EMB has urged the broader public to limit prolonged outdoor activities, particularly children, older adults, and individuals with preexisting respiratory or cardiovascular conditions. As regional monitoring continues, residents stepping outside in visibly hazy districts are strongly advised to keep their protective masks secured.
