Indonesia is escalating its regulatory offensive against corporate negligence as forest and land fires (karhutla) choke parts of Sumatra and Kalimantan. On August 24, 2026, Minister of Environment Jumhur Hidayat announced that 11 corporate entities operating within South Kalimantan (Kalsel) are strongly suspected of deliberately setting fires to clear land cheaply. This crackdown forms part of a broader national investigation targeting 42 companies, where cumulative blazes have already scorched concession areas across Sumatra and Kalimantan.

Crunching the Figures: Financial Penalties That Threaten Corporate Insolvency

The Ministry of Environment (KLH) is moving past traditional administrative reprimands to impose financial liabilities. According to reporting from Wartabanjar.com, the state is pursuing dual financial vectors against offending corporations: compensation for state losses and mandatory environmental restoration costs. Companies found legally culpable face potential state loss damages scaling up to Rp 5 trillion, alongside remediation fees reaching nearly Rp 10 trillion.

“Jadi kita nanti ada yang disebut tentang kerugian negara, ada juga yang kita sebut dengan biaya pemulihan. Dan itu angkanya tidak main-main, angkanya besar sekali,” Jumhur stated while inspecting burn sites in Banjarbaru, emphasizing that these financial penalties are designed to permanently deter slash-and-burn clearing practices.

On-the-Ground Realities: Water Scarcity Meets Coordinated Law Enforcement

Inspecting the scorched acreage at Jalan Kurnia Ujung, Kelurahan Landasan Ulin Utara, officials noted that firefighting teams face compounding logistical obstacles, notably severe water scarcity. Despite these environmental hurdles, state machinery is operating on multiple fronts. Police forces across nine regional police jurisdictions (Polda) have pursued individual culpability, registering a total of 72 suspects linked to the wider regional fires.

Coordination remains tight. Operations such as weather modification technology (OMC) continue to deploy salt seeding to induce artificial rain over parched zones in Riau, while ground teams race to suppress stubborn hotspots. Yet, as Jumhur made clear during his field briefing, prosecuting individual field actors does little good if the corporate directors ordering cheap land clearance escape unchecked.
