The West African Center for Training and Banking Studies (COFEB), training and research center of the BCEAO held, this Tuesday, May 30, 2023, in partnership with HEC Paris, an international online Master-Class on the theme : Infrastructure financing in Africa: what strategies for banks? .

Introduced Bertrand Quelin, Permanent Professor of Strategy at HEC Paris and Academic Director of the CEMSTRAT 2 Course, the Master-class by videoconference falls within the framework of the BCEAO-COFEB/HEC Paris Certifying Management courses. It is intended for executives and managers of the banking and financial sector of WAEMU.

Professor Bertrand Quelin notably returned during his presentation to the advantages and disadvantages of the various infrastructure financing options for banks.
Starting from the premise of the weakness of private financing in Africa, the permanent Professor of Strategy HEC Paris and Academic Director of the CEMSTRAT 2.

To explain this state of affairs, Professor Bertrand Quelin points out that for financial investors “the risk-adjusted returns of private projects are not convincing.”
Indeed, for financial investors, infrastructure projects in Africa, compared to the rest of the world, are “considered less attractive than elsewhere.

For the researcher, three factors can “mainly explain this situation”. First there are market failures, then the institutional environment and factors specific to Africa that limit returns in development sectors and finally the high investment risks. The latter, specifies Professor Bertrand Quelin, crystallize around three factors which have the names “poor preparation of projects”, “high exchange risk” and “difficulties of disinvestment”.

It should be noted that the joint BCEAO-COFEB/HEC Paris program to strengthen the managerial capacities of the banking and financial sector is an initiative of the BCEAO authorities, aimed at enabling leaders and managers of the WAEMU financial system to access high-level training in line with international standards.

The joint BCEAO-COFEB/HEC Paris Program offers various certification courses aimed at executives and managers of the banking and financial ecosystem of WAEMU and other African countries.
The first training course, called Banking Strategic Management Executive Certificate 1 (CEMSTRAT 1), targets players in the value chain of the banking and financial system as well as senior operational managers and directors of departments in the private and public sectors. It will start on July 3, 2023 and will focus on the pillars of the new digital economy, its legal, economic and geopolitical risks.

The second course, entitled Executive Banking Strategic Management Certificate 2 (CEMSTRAT 2) will be launched on July 12, 2023. It is intended for Managing Directors, Deputy Managing Directors of banks and financial institutions, as well as senior officials in public administrations and regional organizations. . This high-level course focuses globally on managing the performance of structures. It is specifically about the strategic vision, the creation of value, the management of crisis situations, and new approaches in terms of the economic model.

The latest training offer offered by the BCEAO-COFEB/HEC Paris Joint Program is a series of short thematic webinars (two half-days per theme). It is intended for executives of banks and financial institutions in the WAEMU zone.
