Where do you locate the problem with the institutional plan proposed by the three French-speaking majority parties?

In Brussels. If the transfer of skills from the Wallonia-Brussels Federation takes place to the Regions, this requires a reform of the special law. And for this, the agreement of the Flemish is required, namely a majority in the Dutch-speaking linguistic group in the Chamber and the Senate. However, it seems, at this stage, politically impossible for the Flemish political parties to agree to regionalize matters which are mentioned and which are particularly sensitive, such as daycare centers.
