The problem is caused when transferring backup from another iPhone to a new iPhone 15. Apple describes it as follows:
When you choose “From another iPhone” during setup to transfer apps and data from your previous iPhone to a new iPhone running iOS 17, you may get stuck at the Apple logo.
Fortunately, Apple has already released iOS 17.0.2 with the fix for the problem, so Apple’s official recommendation is that you install the update before importing your settings and files from your previous cell phone to avoid problems like the one reported by user Paulo Montenegro on X, with whom I spoke and confirmed the cause.

However, if you’ve already imported your backup and are stuck at the iPhone’s startup screen, just follow these steps to be able to use it again:
Connect iPhone to a computer via USB-C cable; Press and quickly release the volume up button and then the volume down button; Press and hold the power button until the Apple logo appears on the screen followed by a computer and cable; Open the Finder on your Mac or iTunes on your PC and click Restore on the prompt that appears.
