Judge Tsarigradska asks for an analysis of whether judges can receive effective protection in Bulgaria 2024-02-13 19:57:31

We need a real analysis, do we have at the legislative level the means for effective protection of judges”, said today to the members of the Judicial College of the Supreme Judicial Council, judge Vladislava Tsarigradska from the Pleven District Court, who claims that she was threatened by the person killed on January 31 Martin Bojanov-Notary.

“A few years ago there was a big survey going on in the international networks of the Union of Judges. Colleagues from France were looking for information from all countries about how they protect judges. In France there is a special unit under the Minister of Justice that assists judges in case of attack. The judges there thought that this is not enough,” Tsarigradska also said.

Last year, she was questioned (but not in front of a judge) because several years ago she was threatened by Martin Bojanov. The questioning is part of the pre-trial proceedings of the Sofia City Prosecutor’s Office for an organized criminal group for pressure on magistrates, property fraud, money laundering. Today she complained that on November 23 she asked the prosecutor’s office to give her more information about this proceeding, but received a very short answer that the investigation was about an organized criminal group.

“For the prosecutor’s office, I am an obstacle. I have rights under the Criminal Procedure Code, and the prosecutor’s office is the one that holds the monopoly and does not allow me to exercise them,” she complained. Tsarigradska called on the Minister of Justice Atanas Slavov to propose legislative changes that would give victims more options for action during the pre-trial proceedings, and called on the parliament to focus now on how to change the environment with changes in the regulatory framework.

Tsarigradska also cited data from the reports of the National Office for the Control of Special Intelligence Means (SRS), according to which, from 2018 to 2021, more than 150 permits were issued for the use of SRS against magistrates. She herself is worried that such funds have been used against her, and that is why she has asked the bureau to check, but she has not yet received an answer from there.
