Korean Federation of Trade Unions considers withdrawal from Labor Management Committee amidst government conflicts

On the 7th, the Korean Federation of Trade Unions (FKTU) will discuss whether to withdraw or not participate in the Economic, Social and Labor Committee (Gyeongsanowi).

According to labor circles, the Federation of Korean Trade Unions will hold an emergency central executive committee meeting at 12:30 p.m. The agenda is whether or not to continue participating in the Labor Management Committee, a social dialogue body directly under the president.

The Federation of Korean Trade Unions (FKTU) is participating in the Labor Council on behalf of the labor community. However, on the 31st of last month, when the police cracked down on Kim Joon-yeong, secretary general of the Federation of Korean Trade Unions, a plan to boycott the Labor Relations Commission was discussed. Conflicts between the labor and government continue due to the government’s promotion of transparency in labor union accounting.

Gwangyang is the area where Secretary General Kim was arrested on the 31st of last month. Secretary General Kim staged a watchtower sit-in demanding an end to the suppression of POSCO’s subcontractors at the Gwangyang Works. The FKTU decided to hold the meeting in Gwangyang as a protest against the government.

Within the Federation of Korean Trade Unions, there are voices calling for a complete end to social dialogue through the committee or to leave the committee altogether. If the Federation of Korean Trade Unions announces that it will not participate or withdraw from the Labor and Management Committee, it will be the first time in 7 years and 5 months.

In January 2016, during the Park Geun-hye administration, the Federation of Trade Unions declared its non-participation in the Labor Management Committee, the predecessor of the Labor Management Committee, in opposition to the promotion of two guidelines that allowed for the dismissal of underperformers and eased the requirements for changing employment rules. Later, in October 2017, during the Moon Jae-in administration, President Moon de facto declared the return of the Tripartite Commission at a dinner meeting where labor leaders were invited to the Blue House.

The labor world is strongly opposing the labor reform promoted by the Yoon Seok-yeol government. If the Federation of Korean Trade Unions decides not to participate in or withdraw from the KCTU, the official channel for dialogue between the labor community and the government will be completely closed.
