This second meeting would make it possible to advance a little more on the principles of the negotiations, entrusted Jacques Ted St-Dic, member of the Office of follow-up of the agreement of Montana. Speaking on Monday morning on radio Magik 9, he said that Magali Comeau Denis had submitted a negotiation protocol to Ariel Henry for confirmation or to make changes.

This protocol deals with points such as an environment conducive to dialogue, the duration, the place, the agenda of the negotiations, who will take part, the observers, among others.

There will be no more private meetings at Magali Comeau Denis, said Jacques Ted St-Dic, specifying that there will also be no meetings in the official residence of the Prime Minister as was the case in February latest. Both parties will bear the financial costs of where the negotiations will take place and “the question of punctuality is also a fundamental element”, he stressed.

Asked about the point relating to an environment conducive to dialogue, Mr. St-Dic indicated that during the negotiations the government will not be able to modify the structures of the State such as the Court of Cassation, the formation of the Provisional Electoral Council, the Constituent Assembly. The Montana agreement also requires a minimum of security in the area where the negotiations will be held.

“According to the proposed schedule, we give ourselves 15 days to reach an agreement” with Ariel Henry, announced Jacques Ted St-Dic. According to him, this period will begin from the application of the terms of negotiations submitted to Prime Minister Henry. “We are ready, we are awaiting the signal from Mr. Ariel Henry,” he said, stressing that the head of government should decide on Monday, May 16 on the terms of the negotiations submitted to him.

Asked about the mediation committee responsible for promoting dialogue between political actors, made up of Monsignor Ogé Beauvoir of Religions for Peace, Laurent St Cyr of the Chamber of Commerce and Industry of Haiti (CCIH) and Jean Robert Charles of the Conference of Rectors, Presidents and Leaders of Haitian Universities and Institutions of Higher Education (CORPUHA), Jacques Ted St-Dic believes that this is a spontaneous action of these three personalities.

“We don’t know when this committee was formed or who gave it a mandate. We just noticed that three personalities decided one morning to form a mediation committee… We have never received an invitation from this mediation committee to date,” said this member of the Montana Agreement Monitoring Office. , who did not, however, totally reject the idea of ​​a mediation committee.

For the moment, no date has yet been set for the third meeting with Ariel Henry, which this time will bring together members of the Montana Accord Monitoring Office and the signatories of the September 11 accord.

Note that Prime Minister Ariel Henry has not yet communicated on his two meetings with Magali Comeau Denis on the Montana agreement.
