Lebanon draws the technical framework for the demarcation: Preventing the exploitation of the security zone

The Lebanese technical team in the file of demarcating the maritime borders between Lebanon and Israel completed the preliminary study on the reality of the border lines, in light of Amos Hochstein’s recent proposals, with estimates indicating the possibility of reaching a solution to the “security zone” to the satisfaction of both sides.

Al-Akhbar wrote: Under the title “Making the Maritime Agreement more suitable for Lebanon,” the “technical team” in the meetings of the committee devoted to studying the proposal of the American mediator, Amos Hochstein, completed his conception of the new American proposed line. Al-Akhbar learned that the team had made “improvements” on the geometry of the line with regard to the starting and ending point, and put what it had in the custody of the political authorities to decide on the amendments and communicated them to the mediator.

It was found that the coordinates provided by the Israeli enemy via Hochstein for what he called “the line of buoys”, were identical to the coordinates he deposited with the United Nations in 2011 regarding the alleged line No. 1. They include several points that raise Lebanon’s fear, including the impact of the starting point of any line on the land border Points B1, Ras al-Naqoura, the location of the railway tunnel, and the effect of its end point on the gas blocks.
Al-Akhbar learned that the military team that studied the proposal recommended that the new line start from the Ras al-Naqoura point, and that it not go beyond Block No. 10, so that its borders would be the beginning of the block’s borders. Lebanon for any part of its blocks. It also means that the “buffer zone” that the enemy demands to guarantee will be reduced to less than 3 square kilometers. It is still debate at the starting point of the line. While those concerned are about to accept the “modified” region, the discussion was limited to its nature. Technicians prefer that it include water without reaching the blocks, i.e. in the empty area between the land and Block 10, and the necessity of any line starting from Ras Al-Naqoura to ensure the land points. On the other hand, consultations are being held on the extent to which it is possible to start from the point provided by Hochstein (ie Point 31 in the sea related to Line 1) in exchange for obtaining guarantees that preserve the Lebanese land points on the one hand, and not making the “buffer zone” under “Israeli sovereignty” but under the supervision of UNIFIL.

So far, meetings have been held to study the amendments and the position on them between the advisors of Presidents Michel Aoun and Nabih Berri, in the presence of the Director General of Public Security, Major General Abbas Ibrahim. It is assumed that the end of the consultations will follow the issuance of the official Lebanese position, which may be announced in a tripartite presidential meeting.

The “Major” wrote: “Private media information has stated that Lebanon has completed its technical and political response to the Israeli proposal regarding the marine buoys line carried by the American mediator, Amos Hochstein, to push the maritime border line about three kilometers north within the maritime borders, under the pretext of ensuring the safety and security of the drilling platform.” In the Karish field and not subject to any military operation, which means that pushing the line north will later affect the land border at point B1.
Lebanon sent this response to Hochstein, while it is awaiting what the American mediator will do later in terms of continuing or halting his efforts, even if temporarily.
The Lebanese Technical Committee, which includes specialists in maritime law and border demarcation from the army and the Oil Sector Authority, had studied the coordinates sent by Hochstein around the Israeli sea buoys line and put them on the maps, and it was found that they might later nibble areas of the sea and land borders, so they were not approved.
And “Nidaa Al-Watan” wrote: “Hezbollah’s Secretary-General, Sayyed Hassan Nasrallah, on the anniversary of the fortieth anniversary of Imam Hussein, reactivated his “missile” threats in the maritime demarcation file, saying: “We are keeping pace with the negotiations, and our eyes and missiles are on Karish.” However, observing circles did not see in this threat “any newcomer or indicator that would give priority to the military confrontation over the diplomatic track in the demarcation process”, considering that “the use of the language of threat has become one of the scenes inherent in the negotiation process for the necessity of media and psychological warfare to push for an urgent agreement on demarcation The southern maritime borders,” especially since the sources saw that Nasrallah “accepted in his speech that the deadline he had set for ending the demarcation negotiations and signing the final agreement and obtaining pledges and guarantees to start drilling in the Lebanese fields before the end of this September, he reiterated yesterday that “the time is It is still very available for negotiations as long as they continue and as long as extraction from the Karish field has not started,” and this in itself is a clear indication, according to the sources, to “Hezbollah’s repositioning and extricating itself from the captivity of time ceilings, awaiting what the American mediation will lead to, so that its equation has become Today, it is more flexible, after Sayyed Nasrallah, in his previous appearances, warned that the Israeli resort to the step of postponing the extraction from Karish will not change and will not change anything during the September deadline that he set as a maximum. to reach a demarcation agreement.
