[Yahoo News Report]Chief Executive Li Jiachao released the second “Policy Address” during his term of office yesterday (25th). During the release of the report, the “Yahoo Poll” set up a question: “How do you rate Li Jiachao’s second “Policy Address” during his tenure?”, with a perfect score of 10. The poll has ended. Among the nearly 8,800 participating users, 29.3%, or more than 2,500 users, gave 0 points, which was the rating chosen by the most users. Another 27.8%, or more than 2,400 users, said “no opinion”; excluding “no opinion” Opinions” users, the average user rating for the report is 2.72 points.

A total of 8,778 users participated in this poll. In addition to “0 points” and “no opinion”, the rating chosen by the most users is “5 points”, accounting for 7.5% of the total, a total of 659 users; another 547 users gave a rating of “1 point”, accounting for 6.2% of the total %. After Li Jiachao delivered the Policy Address, he attended multiple press conferences and question-and-answer sessions. The “Newborn Baby Incentive” was newly launched in this “Policy Address”. If either parent is a permanent resident of Hong Kong and a new baby is born yesterday, he or she will receive NT$20,000. One audience member said that he had just given birth to his fourth child and that the measures would not benefit him. He believed that the government should consider the line where the measures would take effect. Li Jiachao responded that no matter where the line is drawn, there will be people who will not benefit. If he postpones the policy to take effect after one year, some people may criticize him for “having to say something.” It was decided to draw a line under the date of publication of the report. In addition, he also mentioned that if it only targets certain classes, the administrative cost will be too high.

As for the “Chief Executive’s Questions and Answers” this morning, member of the real estate and construction sector Lung Hon-biao hoped that the government would continue to review the measures to “reduce the heat” in the property market. If there is no speculation, it should further comprehensively “remove heat.” Li Jiachao responded that he knew that members wanted the government to “do its best”, but policies must be “ethical” and balanced.

As for yesterday’s press conference, the English media HKFP was the only media organization that asked about the legislation of Article 23 of the Basic Law. When asked about the social controversies caused by the 23 pieces of legislation in the past, Li Jiachao emphasized that legislation is an important constitutional responsibility of every government and is as important as promoting people’s livelihood.
