Libya Floods Reconstruction: UN Envoys Emphasize Coordination for National Recovery

UN envoys on Monday stressed the need for Libya to establish “a coordinated national platform” for the reconstruction of areas affected by Storm Daniel and the deadly floods that followed and which claimed thousands of lives in September from last year.

In a joint statement issued by Abdoulaye Bathily, Special Representative of the United Nations Secretary-General for Libya, and Georgette Gagnon, Under-Secretary-General, Resident Coordinator and Coordinator of United Nations Humanitarian Action in Libya, the two officials highlighted emphasis on “the release of funds for long-term reconstruction efforts, as well as their transparent management and distribution, with effective monitoring and an obligation to care for the Libyan people.”

Mediterranean Storm Daniel hit the town of Derna and surrounding areas in eastern Libya on September 10, 2023, causing the worst flooding Libya has seen in decades, which has claimed thousands of lives and inflicted considerable damage to the region’s infrastructure, particularly water supply and wastewater disposal systems.

“We call on Libyan authorities and stakeholders to collectively advance reconstruction by focusing on the needs and interests of the people whose lives have been so severely affected by the floods,” the statement said.

It notes that emergency assistance provided by the UN in Libya and its humanitarian partners has so far benefited 247,000 people, including in the form of shelter, clean water, food, educational support, medical and psychosocial.

“We will continue to work closely with our local and international partners to help rebuild lives and communities, promote sustainable development and defend the rights and well-being of all those affected,” the statement said.
