Macron Plan: 700 million euros for carbon-free aviation

2023-06-17 05:00:00

French President Emmanuel Macron on Friday announced a series ofinvestments by 2030 to achieve a european green plane » including 300 million euros per year over the period, but also 200 million to develop the sector SAF with the establishment of a new factory, and 200 million to help startups involved in small aircraft electric or at hydrogen.

During his visit to the engine manufacturer Safran in Seine et Marne on June 16, 2023, Emmanuel Macron unveiled – and costed – a series of initiatives intended to promote the development of a national sector in sustainable aviation. ” We produce approximately one out of two aircraft in the world (…), and if we know how to completely pivot French industry, we can be a leader in decarbonization and substantially reduce emissions. “. The three areas of investment are:

300 million euros each year over the period 2024-2030 (tripling the current support of the Council for Civil Aeronautical Research, CORAC) to achieve a European “green aircraft”, with the aim of flying it “in a totally ecological way”, whether with SAF, hydrogen or electricity. The President is focusing in particular on the engine Risea “100% ecological” project led by Safran and GE Aviation (SAF or hydrogen).

– 200 million euros to develop a French sector, in particular via the BioTJet project with the establishment of a plant planned in the Lacq basin and the creation of 700 direct jobs. ” We are going to succeed in this battle of decarbonization through innovation, that is to say by improving existing engines and their performance, by ensuring that they consume less or that they have better performance for the same consumption “, promised the head of state.

– 200 million euros promised to help “emerging players” more quickly, start-ups which will, among other things, collaborate with Safran, specifically to develop “small electric or hydrogen planes”.

« The French must be the champions of ultra-low-energy aircraft “, declared Emmanuel Macron, but also to train their European partners while the number of passengers in the world should catch up towards the end of the year with that of four years ago, before the Covid-19 pandemic (and perhaps – be doubled by 2050, the horizon set by the industry to reach net zero).

« This presidential ad is great for aviation “, reacted Thomas June, the president of the Union of French and French-speaking associated airports (UAF) on France Info, while the European commissioner Thierry Breton recalled that it is necessary “on board all the actors to have a global vision at the French level”. And quote in the Tribune this support plan announced by Emmanuel Macron: “We will support this approach and work together to also involve all European players. Our objective: to fully support the sector in this transition and ensure that all those who want to use the aircraft can do so because it is also an element of freedom. ».

« We welcome Emmanuel Macron’s announcements. They are extremely positive and go in the right direction. This is the first step in a long process “, always added in the Tribune Anne Rigail, CEO of Air France on the sidelines of the Paris Air Forum. But “in addition to investment support, it is also necessary to have a support for the purchase of sustainable fuels. Aid is needed to limit the additional cost paid by airlines, which are the last link in the value chain “, she added.

It should also be noted that Transport & Environment “swelcomes the support for this essential sector to reduce aircraft emissions “, while recalling the importance of not betting everything on biofuels. Jérôme du Boucher, aviation manager at T&E France, explains in a press release: “ The President’s announcement of a decarbonization plan for the French aviation sector is good news. But the devil is in the details. Admittedly, so-called sustainable fuels offer a promising way to decarbonize the sector. But all these fuels are not equal “, the BioTJet project not bringing in particular ” not an adequate answer ».

For T&E, the synthetic kerosene « is the only sustainable fuel that combines sustainability with the potential to increase volumes. But if the expansion of the sector goes unchecked, the amount of energy needed to make this fuel will be astronomical. If the number of planes continues to grow, decarbonization targets will be a pipe dream ».

The Elysée recalled in passing that the consumption per air passenger already been divided by five since 1960, by two since 1990, and will fall further by “ 20 to 30% – by the transition to the green plane.
