Douglas Rico, director of the Cicpc, clarified that the man had “a rudimentary firearm allusive to a shotgun, he was dedicated to subjecting residents and passersby of the address in question, where, under death threats, he strips them of their belongings, keeping the community whipped.”
The Flagrancia Prosecutor’s Office was aware of the case.
