The five occupants of the Volkswagen Passat also died at the scene. Cleveland Police identified them as Michael Robert Cahill, 23, Jacob Matusiak, 23, Makai Saddington, 18, Theo Rae, 17, and Cole Robert Worthy, 17.
The Independent Office for Police Conduct opened an investigation following a mandatory referral from Cleveland Police. Investigators confirmed that officers spotted a suspicious vehicle and initiated a pursuit before the car drove onto the A66 and collided with the police car. However, authorities clarified that the specific police vehicle carrying PC Blades and PC Clough was not involved in the pursuit.
