In his communication, this young scholarship holder denounces the subtraction of enormous amounts without justification from the scholarships from January to June 2022 for all those who do the Masters and Doctorate levels of the 2020-2021 and 2021-2022 promotions, but also the non-payment several months of arrears for scholarship holders from Russia, Morocco, Tunisia and Cuba.

On the situation of Guinean scholarship holders in the Russian Federation, specifically, Aboubacar Sidiki Traoré affirms that there is an inconsistency between the content of the official SNABE press release of June 19, 2023 and the payroll available at the Embassy of the Republic of Guinea in the Russian Federation. This is the failure to take into account the revaluation of scholarships in accordance with decree D/2022/0378/PRG/CNRD/SGG of August 12, 2022 for the payroll of the last four (4) months of the year 2022 (from September to December).

To overcome their ordeal, these scholarship holders urge the CNRD to appoint “competent, honest and responsible leaders at the head of a service as important as the SNABE, through which our nation is represented in the student world”.

They demand, among other things:

  • Payment of all scholarship supplements and holiday bonuses for the 2022-2023 academic year for all scholarship holders in accordance with the decree on the revaluation of maintenance scholarships as well as arrears for years;
  • Payment of plane tickets for all permanent returnees since 2022;
  • Feeding the social security funds;
  • The publication of payment lists by host country and the general list of Guinean scholarship holders at the beginning of each academic year.
