The government held meetings in the Nation with the objective of accelerating the steps to reactivate the construction of 1,236 homes of the federal Casa Propia Program. At the beginning of this month, The Río Negro Legislature enacted Law 5,655, with the mission of fulfilling an adaptation of the construction costin charge of the Province, and the payment terms are guaranteed to the contracted companies.
This provincial standard was presented to the Ministry of Territorial Development and Nation’s Habitat which provides the Province with the co-financing of these works to guarantee the continuity of the works of these houses.
The last tenders had been deserted due to the changes in conditions suffered by the Casa Propia Program and the meeting with national authorities “It serves to achieve the Financial No-Objection, a procedure that allows us to advance in the signing of the contract and reactivate the works as soon as possible in Viedma, Villa Regina, Cipolletti and San Antonio Oeste”explained the Minister of Works and Public Services of Río Negro, Carlos Valeri.
He also detailed about that provincial norm that «Instead of delivering a 20% financial advance, he delivered 10%; and also changed the number of months of execution of the works. This caused many tenders to fall or remain deserted.
The Province came to tender 700 homes of the 1,236 homesalthough “the price that the Nation imposed on us was low for what the costs in Río Negro meant, unlike, for example, Chubut, which was assigned a price more in line with Patagonia,” said the Río Negro official.
The design of the Law to co-finance the works will allow “unlocking the tenders, so that companies can access the construction,” Valeri said.
And added that “We spent a long time requesting that they match us and adapt the price to the value of Chubutbut it was always a refusal and, from that, we generated our own co-financing and the difference is paid by the Government of Río Negro».
