Meloni Calls for Single European Voice on Ukraine in Letter to Costa

Italian Prime Minister Giorgia Meloni has formally urged European Council President Antonio Costa to unify the European Union’s diplomatic approach toward the war in Ukraine. In a letter sent this week, Meloni described the current state of European coordination as fragmented and argued that it is improcrastinabile—or impossible to postpone—for Europe to speak with a single voice on the conflict, according to reports from Avvenire.

Meloni expressed concern that the current disordered sequence of interventions across various formats is damaging the credibility of European nations. She warned that presenting an image of an Europa che va in ordine sparso—an Europe acting in a scattered manner—ultimately serves the interests of those who wish for the war to continue. I am convinced that we all realize that, by giving the image of a Europe going in a scattered order, we are doing nothing but the interest of those who want this war to continue, Meloni wrote, as noted by ANSA.

A Proliferation of Diplomatic Formats

To illustrate the lack of cohesion, Meloni outlined a series of recent meetings and initiatives involving various European and international actors over the past month. These included an informal meeting in Miami involving national security advisors, a call between the Finnish leadership and Russian President Vladimir Putin, the Berlin Coalition of the Willing, and the Berlin format discussions held on the sidelines of the European Political Community meeting. Meloni highlighted that technical meetings in Brussels and planned participation in talks in Abu Dhabi further complicate diplomacy.

The Prime Minister clarified that her criticism is not a bid for a specific role for Italy in these negotiations. I want to clear the field of any ambiguity: I am not asking for a seat for Italy in this or that format, she stated, emphasizing that her primary concern is establishing clear representation and a unified mandate for the European Union at the negotiating table.

Financial Support Amidst Ongoing Conflict

The call for diplomatic unity arrives as the European Commission announced a new financial aid package for Ukraine totaling 4.36 billion euros. This funding is intended to support the country as it prepares for its fifth winter under wartime conditions. According to the European Commission, the package includes 3.7 billion euros in macro-financial assistance and 658 million euros allocated for defense, specifically to strengthen energy resilience and the procurement of drones and air defense systems.

Meloni maintained that the current situation is inacceptable given the human lives and security concerns at stake, insisting that the EU must resolve who sits at the negotiating table on its behalf to effectively address the ongoing Russian aggression.
