Mental health: François Braun takes stock of the progress of the actions of the Mental Health and Psychiatry Roadmap

Mental illness and psychological disorders affect nearly 1/5 of the population, or 13 million French people (WHO data). Mental suffering and psychiatric illnesses represent the main item of expenditure for health insurance. In France, mental health represents a real public health issue, especially since the COVID crisis which has worsened the mental health of the French.

It is in this context that François Braun, Minister of Health and Prevention, is traveling to Lyon to review the progress of the measures of the Mental Health and Psychiatry Roadmap, launched in 2018 and enriched in 2021 with measures announced by the President of the Republic within the framework of the Assizes of Mental Health and Psychiatry.

The Mental Health and Psychiatry Roadmap was launched in 2018 with 3 priority areas:

  • Promote mental well-being, prevention and detection;
  • To guarantee care pathways;
  • Improve living conditions and social inclusion.

In 2021, it was enriched with the dedicated measures of the Ségur de la Santé and the 30 measures of the Mental Health and Psychiatry Assizes, announced by the President of the Republic.

Real progress despite the constrained context

A year and a half after the Assizes of Mental Health and Psychiatry, François Braun gives a progress report on these 50 measures.

On each of the 3 axes of the Roadmap, actions are well underway and begin, for some, to show encouraging results.

Some examples :

  • 3114, national suicide prevention number : since its commissioning, it has already received 213,000 calls, an average of 300 to 400 calls per day.
  • VigilanS, device for recontacting people who have attempted suicide : deployed in 17 regions and 92 departmentsnearly 90,000 patients have been included in the device since 2015, including 30,000 in 2022. A recent study shows that the device reduces the risk of recurrence by almost 40% suicide attempt
  • MonParcoursPsy, a system allowing health insurance to cover consultations by volunteer psychologists : as of January 31, 2023, it recorded:
    • 90 642 patients,
    • 372,547 sessions with an average of 4.1 sessions/patient,
    • 32,079 referring physicians.
  • Mental Health First Aid : More than 43,000 first aiders have already been trained at the end of 2022 (i.e. 3 times more than at the end of 2021).
  • Strengthening and extension of the network of Maisons des Adolescents (MDA), resource centers on the health and well-being of young people adapted to their lifestyles : 120 MDAs have been identified to date. They received 100,000 young people and families, i.e. 850 situations supported by MDA per year. Today all departments are covered by at least one MDA.
  • Extension to 5 years of the diploma of specialized studies in psychiatry : effective since the start of the new school year in November 2022, it allows recognize the diversity of training needed in psychiatry (perinatology, minors, adults, elderly, forensic psychiatry, in particular).

The result of a collective mobilization

The strong mobilization of the various actorsespecially at the local level, the innovation capacity which they show on the ground as well as the fort maillage territorial put in place, have largely contributed to the progress of these measures, and to provide French women and men with a comprehensive mental health offer, better distributed across the territory, and more accessible.

Succeed in the transformations undertaken

The deployment of the Mental Health and Psychiatry Roadmap is therefore taking place gradually in the form of a multi-year plan for investment and support for transformations committed.

To go further, the Minister of Health and Prevention, François Braun, sets new objectives to continue on this path and guarantee the achievement of ambitions carried by the Roadmap.

Five priorities are set as follows:

  • Strengthen the promotion of mental well-beingthe prevention and early detection of mental suffering, particularly among children and young people;
  • Strengthen attractiveness psychiatry and child psychiatry;
  • Strengthen and structure cooperation in mental health in the territories, in close collaboration with elected officials and associations;
  • Continue supporting innovation and research;
  • Consolidate and supervise peer support professional.
