Metropolitan Area of Cartagena: “Metropolitan Area cannot be done to the races”: mayors | Cartagena

The creation of the Metropolitan Area between CartagenaSanta Catalina, Clemencia, Santa Rosa, Villanueva and San Estanislao de Kotska can’t be one Formula 1 race, nor obey the whims of the mayor, William Dau Chamat. On the contrary, it must be an exercise involving the participation of authorities, communities, unions and citizens in general.

The mayors of Clemencia, Villanueva, Santa Rosa and San Estanislao reached that conclusion, since the mayor of Santa Catalina was unable to attend.at the end of a technical table held at the Board room of the House of Trade and convened by the Attorney General’s Office at the request of William Dau Chamat.

The meeting was chaired by Tatiana Margarita Oñate Acosta, attorney delegatewho came from Bogotá, accompanied by other officials of the entity. Franklin Amador, District Planning Secretary, also participated; Mery Luz Londoño, Planning Secretary of the Department; Martha Turizo, Secretary of Regional Development and Territorial Planning of the Government; Yamil Coneo Tafur, Clemency Planning Secretary, among other municipal officials and advisers.

Claims on the agenda

When installing the technical table, Margarita Oñate Acosta made it clear that the work of the Attorney General’s Office is to monitor the process of creating the Metropolitan Area and draw a roadmap so that the times stipulated in the legal framework are met. The first to intervene was the mayor of Santa Rosa de Lima, Mario Rodríguezwho stressed that everything was going well until Dau with his discordant speech he went out to say through social networks and the media that a person exerted pressure on the mayors to prevent the entity from being created.

“I have to say that the last two meetings did not make anything clear. Mayor Dau’s advisors did not socialize the draft of the statutes of the Metropolitan Area with us. And that is why there are several unanswered questions, because I ask myself: How are we going to sustain a payroll for the Metropolitan Area if the budget of our municipalities is meager? I wish that the Mayor of Cartagena were here today, because he disrespected us and did not even apologize. Today the conditions are not clear. This process needs unity and brotherhood, and it is clear that with Dau it does not exist,” said Mario Rodríguez, who also added that it is healthy for the Attorney General to accompany him because the communities must participate in this process.

In addition, the Secretary of District Planning, Franklin Amador, specified that all the mayors have agreed with the creation of the Metropolitan Area and specified that the regulations indicates that the board must be installed to make the modifications to the statutes.

For its part, Rafael Valle Ramos, mayor of San Estanislao de Kotska, indicated that the race brings fatigue and that mayors must know the statutes to then socialize them with the communities. “From what we learned of the draft, there are things that are not clear. We mayors must meet to establish a position on this, ”she said.

Similarly, Raúl Cabarcas Vásquez, mayor of Clemencia, indicated that: “We have attended the meetings of the Metropolitan Area, but we have many questions. I have not come to hide, but to show my face. I do not see the guarantees to continue meeting with Dau, as long as he maintains that behavior.

“We must do an exhaustive, in-depth analysis of the statutes. All we want is for things to be done rightand not running”, said Cabarcas Vásquez, who was supported by Clemencia’s Planning Secretary, Yamil Coneo.

Meanwhile the mayor of Villanueva, Edwin Puerta Orozco, asked for respect for the concepts of the leaders, who are not opposed to the creation of the Metropolitan Area, but there is no clarity about the process. “Today the disagreements were discussed, and it is expected that the attorney carry out the accompaniment to resolve doubts without fights, and with all possible harmony. We demand respect for our positions,” he said.

In your participation the lawyer, Rafael Hoyos, advisor to the Santa Rosa Mayor’s Office, asked the Attorney General’s Office not to exert pressure on the mayors for them to approve the Metropolitan Area as conceived by the Dau administration, which heated up the spirits and led to a reaction from the Attorney General Oñate Acosta. The official stressed that they only do preventive monitoring and demanded respect from the jurist.

“Speaking of a Metropolitan Area without Turbaco, Turbana and Arjona is like speaking of a typewriter without the letter A. It is necessary to direct the Metropolitan Area there, and for that we do not have to wait for the board to approve it. This is a lion that has been asleep for more than 21 years and this process cannot be rushed, only for a mayor to show it as a trophy. A legal diagnosis must be made because, the way the Metropolitan Area is going, it is not going anywhere, ”he sentenced.

Speak Departmental Planning

In accordance with the Departmental Planning Secretary, Mery Luz Londoño, will accompany the mayors in reviewing the proposal and will participate in the meetings that seek to create the Metropolitan Area, because according to the current Territorial Planning Law (1454 of 2011) Governments cannot be part of these bodies.
