Mexico Adopts Feminist Foreign Policy: A New Era for Diplomacy

Mexico is poised to formalize a feminist foreign policy, with an agreement signed by Foreign Secretary Juan Ramón de la Fuente aimed at integrating the approach across the nation’s diplomatic corps. The policy, currently undergoing publication in the Diario Oficial de la Federación, will be applied to Mexican embassies, consulates, and international representations.

According to the “Agreement for the Implementation of Feminist Foreign Policy,” the initiative seeks to eradicate structural inequalities and ensure representation for all women in Mexico’s foreign policy efforts. Key principles include the promotion of equal labor opportunities, access to education, healthcare, political participation, and reproductive rights. The SRE will commit to ensuring equal treatment and opportunities for women in diplomatic actions, international negotiations, and leadership appointments.

The agreement prioritizes the inclusion of women in vulnerable situations, regardless of ethnicity, disability, age, or migratory status. It also calls for the development of alliances with international organizations, civil society, and the private sector to advance gender equality. The SRE intends to promote parity in the hiring, training, promotion, and rotation of female officials within the foreign service.

Consular services will implement gender-sensitive protocols to eliminate discrimination and exclusion. The SRE will also highlight the role of women in the economy and culture, promoting products from Indigenous and Afro-Mexican women through fair trade schemes. The policy’s implementation will be evaluated annually to measure progress and identify areas for adjustment.

Internally, the SRE will work to reduce gender gaps and prevent gender-based violence and discrimination within the institution. This follows a recent meeting between Foreign Secretary de la Fuente and Sima Bahous, Executive Director of UN Women, on August 11, 2025, where they discussed Mexico’s progress and challenges in achieving substantive equality. The meeting took place during the XVI Regional Conference on Women of Latin America and the Caribbean, hosted in Mexico City and inaugurated by President Claudia Sheinbaum.

During the UN conference, Secretary de la Fuente emphasized the importance of women’s participation as mediators in international conflicts, according to a statement released by the SRE. The initiative also builds on previous efforts, including an event held at the SRE in March 2025, where Secretary de la Fuente, alongside representatives of Mexico’s Indigenous communities, led a discussion on “Pathways to Equality: Indigenous Women and Girls in the Framework of CEDAW General Recommendation 39,” with the participation of Citlalli Hernández, head of the National Institute for Women (@mujeresgobmx).

The SRE has not yet announced a timeline for the full implementation of the policy beyond the annual evaluation schedule.
