Also according to the Resolution assigning the transportation sector: Accelerate the implementation and disbursement of public investment capital from the beginning of 2024, especially key projects of national importance, highways, and inter-regional , coastal and national target programs; strive to disburse over 95% of the assigned plan.

Thereby, Minister of Transport Nguyen Van Thang issued a directive instructing investors and project management boards to urgently deploy and allocate expenditure estimates according to assigned plans for projects according to the required schedule.
At the same time, strictly handle officials, departments and divisions who do not comply with the disbursement process, causing difficulties for the unit when completing payment procedures.
Minister Thang requested investors and management boards to make detailed disbursement plans for each month and quarter, determining the “critical path” of disbursement for each project in January as a basis for operating and evaluating the project. evaluate the results of implementing the unit’s plan.
Minister Thang requested the Department of Planning and Investment to closely monitor the results of implementing the investment capital plan of each investor and project management board.
At the same time, proactively and flexibly coordinate capital plans between projects, prioritize capital allocation for projects completed in 2024; Resolutely transfer capital plans from slow disbursement projects to projects with good disbursement progress and lacking capital.
For the Construction Investment Management Department and Vietnam Highway Administration, Minister Nguyen Van Thang requested to urgently appraise and approve investment projects, bidding plans, designs, estimates, and other projects. … when receiving dossiers submitted by investors and project management boards, especially projects using increased central budget revenue in 2022.
The Ministry of Transport requires these two departments to well perform state management functions and provide technical support for projects run by localities and the State Capital Management Committee at Enterprises.
