THE MINISTRY of Religion (Kemenag), through the National Working Meeting on Empowerment of Zakat and Waqf, on March 13-16, has formulated a series of strategic steps to accelerate reform of zakat and waqf governance in Indonesia.

Director of Zakat and Waqf Empowerment Waryono Abdul Ghafur said these steps were designed to increase efficiency and effectiveness in managing zakat and waqf at all levels of society.

“The strategic steps that have been prepared in this National Working Meeting are a form of our shared commitment to improving zakat and waqf governance,” said Waryono.

Waryono said there were 4 strategic steps that must be taken immediately. First, regarding the governance structure aspect, it is necessary to immediately map the duties and functions between the regulator (Kemenag) and operators (BAZNAS and BWI) to clarify the responsibilities of each party in zakat and waqf governance.

In addition, changes were made to the nomenclature of Zakat and Waqf (PZW) Organizers at the Regency/City Ministry of Religion as well as steps towards changing the nomenclature of PZW position classes.

Second, in terms of strengthening regulations, it is necessary to map the gaps in waqf regulations and prepare regulations that regulate the monitoring and reporting mechanisms for waqf asset management. Collaboration with various parties is also carried out to respond to digital developments in waqf and waqf property management.

Third, accelerating zakat and waqf policies is also a focus. With steps such as quarterly reporting of program achievements and revisions to the zakat and waqf programs which must go through certain approvals. Breakthrough literacy methods were also introduced to increase the capacity and literacy targets of zakat and waqf.

Fourth, collaboration and partnerships, accelerating waqf certification and support for the Project Management Unit (PMU) are priorities. A collaborative task force has also been prepared to optimize the management and development of waqf assets.

Meanwhile, Chairman of the PMU Implementation Team for the Acceleration of Zakat and Waqf Development, Ka. Sub-Directorate for Zakat Waqf Education, Innovation and Cooperation, Muhibuddin, highlighted the importance of optimizing policies in strengthening zakat and waqf governance. “We believe that by optimizing policies and best practices in managing zakat and waqf, we can make a greater contribution to improving the quality of life of society as a whole,” he said.

He added that success in strengthening zakat and waqf governance will have a broad positive impact, especially in supporting development programs and the welfare of the people.

Furthermore, Waryono said that the resulting recommendations would be a legacy, both in terms of policy and program governance. Apart from that, he hopes that institutional capacity in managing zakat and waqf will continue to increase, so that it will have an impact on the institutions below.

“I invite all ladies and gentlemen to fix their heads, so that something good flows underneath. “If the upstream is clear, the downstream will also be clear,” he said.

It is hoped that with the implementation of these steps, there will be a significant increase in the efficiency and effectiveness of zakat and waqf management in Indonesia, as well as providing a large positive impact on poverty alleviation and community empowerment. (RO/Z-1)
