Update (09/19/2024) – YB

Since Tuesday night (17/09), X (formerly Twitter) has resumed operations in Brazil after being blocked by Minister Alexandre de Moraes of the Supreme Federal Court. After some investigation, it was confirmed that the company had made a change in its operation after an update that changed the IP used by the social network.

This change caused the social network to stop using its own IP address so that it could use Cloudflare’s. However, this change does not seem to have been well received by Minister Moraes, which in turn decreed a daily fine of R$5 million not only for X, but also for Starlink, which has billionaire Elon Musk as a partner.

By linking the fine to Starlink, even if it provides another service, the company will have to pay the million-dollar amount if X does not pay. It is worth remembering that the satellite internet provider’s accounts were blocked at the beginning of September and were only recently unblocked after the settlement of debt with amounts confiscated by the STF.

The fine is already in effect as of today, Thursday (19/09), but the court can still calculate how many days depending on how much time passes after non-compliance.

Because there is no legal representative in Brazil for X, which is one of the reasons for its blocking, Moraes’ decision was published as a “summons notice.” Furthermore, the lawyers defending the social network in Brazil, in an interview with CNN, they said that the STF orders will be duly complied with.

Another new chapter in the dispute between X (formerly Twitter) and the Supreme Court emerged on the morning of Wednesday (18/09). The social network simply returned to operating in the country without any type of permission established by the Supreme Court and the reason seems to have been a change in the platform’s operation, who managed to circumvent the blockade in the country.

The platform also blocked several profiles that had been unblocked shortly before X was deactivated in Brazil. Among those blocked are influencer Bruno Aiub, known as Monark, and right-wing blogger Allan dos Santos. ABRINT also commented on the return of the social network in the country.

Below, you can see that the accounts are blocked only in Brazil and due to a court order, as it was before all the confusion with the Supreme Court. Because of this, it is theorized that X may be complying with the blocking orders and preparing to appoint a new legal representative for the social network in Brazil.

The Brazilian Association of Internet and Telecommunications Providers (ABRINT) explained that the social network is back for many Brazilians after recently making an update, which in turn caused the social network’s operating structure to change completely.

This change in question caused the social network to move from its old IP, which was their own and which facilitated blocking, to new dynamic IP addresses provided by the Cloudflare platform, which in turn circumvented the network’s blocks in the country.

Finally, ABRINT says it is in direct contact with Anatel, which has been conducting several technical analyses on the incident, to take some action. Currently, several large companies, banks, airports and more use Cloudflare, so it is not easy to block the social network now, as it could compromise several other crucial services.

X (Twitter): app returns to work in Brazil for several users this Wednesday (18)

Brazilians woke up today (18/09) with a surprise: X (formerly Twitter), which was banned in Brazil, is returning to many users across the country. A real surprise, since no one from the Supreme Court has issued anything, at least to the public, or billionaire Elon Musk has said anything about it.

However, the app has been slowly coming back to several users, who have reported that it is working again on the mobile app, while the web version still appears to be down for everyone. This possible “unlocking” happens days after the payment of the fine with the money confiscated from the X and Starlink accounts in Brazil.

Last Thursday (12/09), the Supreme Federal Court (STF) was notified by the banks Citibank SA and Itaú Unibanco SA about the amounts transferred to the Union’s account at Banco do Brasil. After this payment, X and Starlink accounts in Brazil have been released by Minister Alexandre de Moraes.

However, it is still somewhat strange, as the unlocking would only happen with the payment of the fine and also with the designation of an official representative of the social network in the country, which in turn has not happened yet, at least without official information about it.

Many Brazilians are commenting and celebrating the return, but, due to the lack of further information about what is happening and with the desktop application still blocked, it is possible to say that the joy should last very little, as the social network could be blocked again at any time until this is explained.

The return is in several providers in the country, which in turn eliminates the potential error scenario of a specific one that allowed its customers to have brief access.
