Mortgage Meeting: Banks, Municipalities & Consumers Discuss Loans

Bologna, Italy – Provincial officials convened a meeting with banking representatives, municipal leaders, and consumer associations this morning at Palazzo Malvezzi to address the escalating issue of rising interest rates on mortgages and their impact on household finances. The meeting, promoted by the financial assessment department of the Province of Bologna, sought to understand the scope of the problem and explore potential solutions.

According to a press release issued by the Metropolitan City of Bologna, the meeting included participation from Nomisma, which provided data on the real estate market, and Acer, the public property management company, which is considering specific initiatives related to the issue. Provincial Assessor for Budget, Aleardo Benuzzi, stated that the initial meeting was organizational in nature and would be followed by a smaller, more operational gathering in the near future.

Benuzzi proposed the formation of a coordination table, supplementing an existing banking consortium, to comprehensively assess the situation. He emphasized the necessitate for objective research, rather than relying on subjective perceptions or sensationalized claims, to accurately gauge the extent of the problem within the region. Benuzzi noted that economic conditions in the Bologna area are comparatively stronger than in other parts of Italy, particularly regarding homeownership rates, but acknowledged that this also means a larger segment of the population is affected by increases in variable-rate mortgage costs.

The discussion focused on identifying families struggling with mortgage payments who are not yet considered insolvent, highlighting the significance of collaboration between banks and municipalities in addressing this “grey area.” The meeting took place at Palazzo Malvezzi, a location also used for events related to banking and financial client protection, including a 2023 event hosted by the Bank of Italy focused on financial literacy, and legal training seminars for law students.

The ASviS (Italian Alliance for Sustainable Development) also held an event at Palazzo Malvezzi in February 2026, though the specific topic was not directly related to mortgage rates. The building also hosted a conference in November 2025 on financial health, social contracts, and green jobs.
