The national telephone survey, conducted between May 1 and May 24, 2023, among roughly 1,000 U.S. adults, demonstrates a measurable hardening of public attitudes over a two-year span. Beyond the athletic arena, the Gallup data reveals that 55% of Americans now consider changing one’s gender to be “morally wrong,” up from 51% in 2021. Support for transgender athletes playing on teams that align with their gender identity dropped from 34% to 26% over the same period.
Jeff Jones, a senior editor for Gallup, noted that the findings suggest the American public largely views this dilemma through the lens of competitive fairness rather than strictly as a civil rights matter. As reported by USA Today, this perspective transcends traditional party lines to an extent, leaving even independent voters and segments of the Democratic Party divided on the issue.
Political Polarization and Legislative Battles
The polling data arrives against a backdrop of intense legislative activity nationwide. According to the American Civil Liberties Union, conservative lawmakers introduced 491 anti-LGBTQ bills across various state legislatures. Movement Advancement Project data indicates that within recent years, 22 states have enacted measures restricting transgender athletes from competing on teams matching their gender identities, while 20 states have limited transition-related health care.
At the federal level, the partisan divide remains stark. In April, the U.S. House of Representatives passed the Protecting Women and Girls in Sports Act, which seeks to prohibit transgender women from participating in women’s sports and withhold funding from schools violating the rule. While the measure is unlikely to pass in the Senate, it solidified the topic as a central policy debate.
Political alignment plays a heavy role in how citizens view the policy landscape. Gallup’s survey highlights that Republicans remain solidly opposed to team choice at 93%, while independents register opposition at 67%. Meanwhile, Democrats remain closely split, with 48% expressing disfavor and 47% offering support.
Personal Connection and Social Dynamics
Despite rising opposition to athletic inclusion, the survey uncovered an increase in personal familiarity with the transgender community. About 39% of Americans reported knowing someone personally who is transgender, up from 31% in 2021. However, this familiarity did not translate into broader support for sports integration; backing among those who know a transgender person dropped from 40% in 2021 down to 30%.
Advocates and researchers offer differing views on the trajectory of public discourse. Josie Caballero, director of the U.S. transgender survey and special projects at the National Center for Transgender Equality, expressed hope for long-term cultural shifts, drawing parallels to the evolution of public opinion on same-sex marriage before the Supreme Court’s 2015 ruling.
Conversely, Z Nicolazzo, an associate professor of trans studies in education at the University of Arizona, argued that aggressive legislative rhetoric heavily influences public perception regardless of scientific evidence. As state and federal debates persist, the intersection of competitive athletics, biological sex, and gender identity remains one of the most contentious social issues in contemporary American politics.
