Motion of Censure Against Minister of Health: House of Representatives Plenary Session

The board of directors of the House of Representatives made the decision to convene the corporation’s plenary session for next Thursday, February 29 at 10 in the morning with the purpose of advancing a motion of censure against the Minister of Health, Guillermo Alfonso Jaramillo.

The president of the corporation, Andrés Calle, evaluated the petition that was filed to advance the debate and determined that the requirements were met and that is why the plenary session was summoned for that purpose for next week.

The debate will be held under the argument that the official ignores and violates his obligations in the portfolio and in different matters in the sector. In the request for the motion of censure, several points were presented in which Jaramillo is supposedly missing:

– Medicine shortage and supply crisis.

– Persecution of insurers.

– Poor results of Adres in the administration and management of Soat resources.

– Delays in the monthly transfers of maximum budget resources to the EPS.

– Non-compliance with court orders.

– Financial crisis of the Health System.

– Risks to national security, health and human safety due to the approval and sanctions of decree 2016 of 2023, where a decree was modified in relation to the inspection, surveillance and control of meat and edible meat products.

The motion of censure was led by Representative Carolina Arbeláez with the support of Cambio Radical and the Democratic Center, so on December 6 the request was presented to the plenary session of the House of Representatives.

Arbeláez highlighted that “the increase in the shortage of medicines shows that the actions of the Minister of Health have not met the criteria of efficiency and timeliness, since he is not using all the necessary resources to prioritize and protect the health of Colombians, while not taking the appropriate measures.”

The call for the debate against Guillermo Alfonso Jaramillo has the signature of the president of the Chamber himself, the liberal Andrés Calle Aguas; in addition to the vice presidents of that corporation, representatives Fernando David Niño and Juan Fernando Espinal.

The motion of censure against the Minister of Health is the first minute issued by the House of Representatives in 2024 and in that two-page document it was determined that: “Convene a plenary session on the twenty-ninth (29th) day of February 2024, at starting at 10:00 am with the purpose of listening to the Minister of Health and Social Protection, Dr. Guillermo Alfonso Jaramillo Martínez, about the facts that give rise to this request for a motion of censure.”
