Mount Isa to Townsville: Qld & Federal Govts Commit Funding

A four-year subsidy on rail freight along the Mount Isa Line and a $50 million community benefits fund were announced Thursday, bolstering commitments to North Queensland’s copper industry and regional jobs. The initiatives, unveiled during a joint roundtable in Mount Isa hosted by Federal and State Ministers for Manufacturing, aim to secure the future of Glencore’s Mount Isa Copper Smelter and Townsville Refinery.

The Queensland Government, led by Premier David Crisafulli, will provide a 10% subsidy on below-rail access charges for all users of the Mount Isa Line, according to a statement released by NewsDirectory3.com. This measure is intended to lower freight costs and strengthen supply chains within the North West Minerals Province.

Simultaneously, Queensland Treasurer announced the $50 million CopperString Community Benefits Fund, which will finance water, housing, and infrastructure projects in communities between Townsville and Mount Isa. The funding is intended to support communities directly impacted by mining and processing activities.

These announcements follow a landmark agreement reached in October 2025 between the Albanese Federal Government and the Crisafulli Queensland Government to invest up to $600 million over three years in Glencore’s operations. The investment is designed to protect over 600 direct jobs at the Mount Isa Copper Smelter and a further 500 positions at the nearby Phosphate Hill facility, as stated by Queensland’s Minister for Natural Resources and Mines, Minister for Manufacturing and Minister for Regional and Rural Development, Dale Last.

Townsville Enterprise CEO Claudia Brumme welcomed the commitments, stating that the organization’s advocacy operate had been “essential to highlighting the importance of this region for all levels of government.” The initiatives are also linked to a broader “Transformation Study” evaluating the entire copper value chain in the region, a key component of the $600 million rescue package.

The Transformation Study, which is currently underway, will assess the full copper value chain across the North West Minerals Province, including Townsville and its Refinery. Completion of the study is a key milestone under the joint Queensland-Commonwealth support package, according to a statement from Federal Industry Minister Tim Ayres.

The continued operation of the Mount Isa Copper Smelter is seen as crucial to Australia’s position as a key global supplier of copper, and supports the Albanese Government’s commitment to strengthening strategic supply chains and delivering a “Future Made in Australia.” The Crisafulli Government has framed the initiatives as reversing a decade of decline in the region.

Glencore has yet to publicly respond to the latest announcements, and the company’s long-term commitment to maintaining operations at both the Mount Isa and Townsville facilities remains a key point of discussion. Premier Crisafulli has directly urged Glencore to maintain operations, confirming that the federal government has also submitted a proposal to the company.
