Municipal Council Decisions: Road Creation and Drainage Plan Approval in Herve

2023-11-21 20:29:00

Continuation and end. Because let’s stop all suspense, the creation of the road (as well as sidewalks, public lighting, a central island, etc.) to supply, via rue des Meuneries, the mixed economic activity park has been approved by the HDM group, while the elected representatives of the minority abstained… or refused to vote (Jean-Claude Dumont, PS, to “keep my word”).

The exchanges were respectful but lively (especially at the end). The timing is not trivial, as the project dates back to the early 2000s (initiated by a CdH-PS majority). The concerns raised in council relate as much to the evening vote, to the evolution of the file… as to the uprising of citizens (735 complaints during the public inquiry). Eleven months before the electoral deadline, it is important not to offend anyone… “You have no political courage, we have been talking about this issue for 20 years”, even said Pierre-Yves Jeholet (HDM), experienced in political exchanges. The PS had just criticized the majority for “a clear opposition between two visions, that of duty towards urbanization to meet the needs of businesses and a vision more focused on sustainability and preservation of the environment… This file will leave after-effects by accentuating the divide between two ways of life. The EPH group will regret “the lack of a minimum of openness”. “You do what you always do: you are 100% convinced that you are right. You may be 90% right, but it’s a shame not to take a month or two to take into account certain suggestions (Editor’s note: in particular services of Jacques Teller, from the University of Liège, at the basis of the Vesdre strategic plan)”, concluded Marie-Martine Schyns (EPH), estimating that the storm basin could have been sized at 1,900 m3 compared to 1 800 m3, which would have been seen as “a constructive gesture”.

What’s new ?

Far from being sterile, Monday’s debate made it possible to bring new elements to the file, following questions from the EPH group (two elected officials of which approved the project in the Municipal Consultative Commission for Territorial Planning and Mobility). Thus, Alderman Bernard Allelyn (HDM), verbose while considering “having said everything”, reviewed the elements of mobility, water management and maintenance of valleys. “Regarding mobility, we do not yet have an official plan for Nationale 3, because the order of priorities of the SPW changed following the floods. What was supposed to be done by the end of 2024 will be done by the end of 2027. But we have We have already seen the plans, we have already had numerous discussions. For water management, we are largely overcapacity, even for hundred-year rains. The maximum filling of all the structures is 3,600 m3. Not counting the retention of water. water supply for 30 small businesses (600 m3) and the increase in the capacity of the swales (maintenance of which will be carried out by the Municipality). The project was validated by AIDE and by the design office (Sen5) , made up of experts. This project was thought through, it was studied with data from 2023. We may still have phenomena that will pose problems, but what will come to Noblehaye will no longer come from zoning. For residential, we already have rue des Frênes, it will be an extension and I don’t think these houses will aggravate a case. We are not working despite common sense (activating the ZACCs of Herve/Battice and not those of the villages makes sense) and this project has matured enough. I’m not embarrassed to present it.”

Unless there is a surprise, everything has now really been said and written.

1.New advisors

The municipal children’s council was renewed with the swearing in of 20 young schoolchildren (11 in primary 5, 9 in 6). They took the oath this Monday evening (with the left hand…). Just before them, Luc Allelyn (514 votes in October 2018, EPH list) also took the oath (among the big ones), replacing Manon Marenne who no longer resides in the town (for a few meters). “On January 1, 1977, I took an oath for the brand new municipal council of Herve. It’s the return of the old gray… With 514 votes (Editor’s note: the 25th score in Herve), I am without illusion but legitimate”, a- he commented.

2.Water quality in Herve

On questions from Lionel Blanchard (HDM) and Jean-Claude Dumont (PS), Bernard Allelyn (HDM) indicated that there had been 311 samples taken in Herve over the last 12 months. Concerning PFAS, “we have 9 nanograms per liter while the 2026 standard will be a maximum of 100 nanograms”.

3.Roads and drainage

A coating (gravel to “feed” the tarmac) is planned for the crossing of José (and rue de José) and the crossing of the town center of Herve (Potiérue, Neuve, Stade, Leclercq, etc.). In addition, the City is entering into a pilot operation on the integrated management of its sewerage network (operation, maintenance and management).

4.School and early childhood

The City approved an additional budget of €10,000 as part of the work on the sanitary facilities at the Xhendelesse school (replacement of slabs). And €170,475 is planned to transform the co-reception on rue de la Station into a mini-crèche (increasing from 8 to 11 places).

5.Information

The draft deliberations should be accessible to citizens for the next council in December.

6. Subdivision

The lots in the Village Street subdivision in Chaineux (which requires the relocation of a local road) have found buyers.
