Network of observers presents third election report 2024-03-15 00:58:28

The Observa El Salvador 2024 Consortium presented a report highlighting disproportionate surveillance by the Nuevas Ideas party in the elections for Municipal Councils and deputies of the Central American Parliament.

According to the report, there was asymmetry in the presence of Nuevas Ideas guards compared to other political parties, non-compliance with electoral regulations and obstruction of observation work in some voting centers.

The report indicates that the disproportionate surveillance of the ruling party was constant during the preliminary scrutiny and that, despite some efforts by other parties to increase their surveillance coverage, Nuevas Ideas maintained a dominant presence.

In addition, non-compliance with article 175 of the Electoral Code was recorded related to partisan propaganda in voting centers and actions to induce voting on election day.

Regarding the counting process, it was observed that in a third of the centers the Vote Receiving Boards began the count with the municipal election ballots, instead of following the order established by law.

This could lead to fines for JRV members, as established in the Electoral Code.

Although the process developed normally in general, the Observa El Salvador Consortium highlighted the need to review certain provisions to avoid unfair sanctions to the citizens who manage the polling stations.

In addition, it is expected to know the official figures for electoral participation, which were reduced compared to previous elections.
