“The neutrality of administrative acts and the impartiality of civil servants are at the heart of our vision of public management (…) I am even asking that neutrality and impartiality enter into the Belgian Constitution, concerning civil servants at all levels (…) The citizen who comes to an administration has the right to be treated impartially,” explains Mr. Nollet.
