New classifications to remember

On the one hand, the metropolises “regularly exceeding regulatory thresholds” which numbered fifteen in 2016 but are now only five. Among them, Paris, Marseille, Rouen, Strasbourg and… Lyon.

These areas are now named “effective EPZ territories” by the government and will have to continue their efforts to improve air quality.

On the other hand, the 37 cities respecting the emission thresholds set by the executive fall into the category of “territories of vigilance”. For 31 of them, which do not yet apply a ZFE, the only requirement now is to restrict the circulation of vehicles registered until 31 December 1996, ie over 28 years old.

For the 6 remaining “territories of vigilance”, which already apply a ZFE, “therefore they no longer have any obligation to tighten their current restrictions”, says the document. It is therefore up to cities like Reims to decide whether or not to apply their schedule of restrictions.

Lyon, still affected by the upcoming restrictions

As a reminder, if the majority of cities can decide for themselves the extent and content of their access restrictions for polluting vehicles in the city center, the specifications of the State must all the same be fulfilled. in time.

The Metropolis of Lyon, included in the five territories which exceed “on a regular basis the regulatory thresholds”is thus still forced to ban the circulation of Crit’Air 4 from January 1, 2024 and Crit’Air 3 by 2025.

However, the case of heavy goods vehicles, utility vehicles, two-wheelers and Crit’Air 2 is not addressed by the State and the agglomerations remain free in their action with regard to them.
