The dormitories are constructed and operated by the Construction Industry Council and operate on a self-financing basis. Rent is collected from the leasing main contractor to cover costs and no public funds are used. The council will also be responsible for daily management and operations, providing services such as cleaning, security and facility maintenance, with a team of nearly 100 people.
