New Law in Kuwait Excludes Expatriate Bachelors from Special Residential Areas

Kuwait City: In Kuwait, a new law is introduced regarding the residences of expatriate bachelors. Fahad Al Shoula, Minister of Municipal Affairs and Minister of State for Communications Affairs, Kuwait, submitted the draft of the law, which intends to completely exclude bachelors from the special residential areas of the country.

Kuwaiti media reports, citing government sources in the country, that the bill has been submitted after receiving approval from the Fatwa-Legislation Department. The newly introduced law prohibits expatriate bachelors from renting houses or parts of houses in family housing areas and private housing areas in Kuwait. Expat bachelors will be banned from living in these areas. Apart from this, owners who rent houses to foreigners who are not covered by this ban must submit a copy of the rental agreement to the municipality and get approval from the local mayor. Agreements and understandings entered into contrary to the provisions of this Act shall have no legal validity.

The law also states that non-resident bachelors who live in private housing areas and rent-free areas will not be issued civil cards. Exemption is given to foreigners who are close relatives of the house owner. They have to prove it. In addition to this, the report published by Al-Qabas Daily states that the draft law explains that expatriates who are domestic workers will also be exempted from this provision.

The new law also spells out the penalties applicable to non-resident bachelors living in special areas for families and private housing areas for violating the residence conditions. The fine ranges from one thousand Kuwaiti dinars to a maximum of ten thousand Kuwaiti dinars (about 2.69 lakhs to 26.95 lakhs in Indian Rupees). These punitive measures apply to illegal tenants, those who rent out houses or parts of houses to them and others who work in this connection.
