Riders on the New York City subway, bus and commuter rail may be forced to find space as the MTA enacts a new policy allowing personal electric vehicles, such as scooters and electric bikes, on the entire public transportation system .

The agency outlined the plan when it officially adopted the change Monday and emphasized a number of safety rules.
