This Wednesday the Government entered the indications to the project created by the Ministry of Public Securitywhere one of the articles that stands out in this document is the one that creates a Regional Security Council.
According to information gathered by La Radio, the idea is that the Security Commission of the Senate I finally dispatched them to the Chamber today.
Specifically, article 15 proposed by the Executive says that “in each region of the country there will be a Regional Public Security Council, directed by the Commissioner or Commissioner of Public Security.”
This will be made up of “the regional presidential delegate; the regional governor or governor; the mayors or mayors of the municipalities of the region; a representative of the Ministry of Defense; a representative of the Ministry of Finance, if deemed necessary. Also the Regional Ministerial Secretaries of the Ministry of Women and Gender Equality, and the Ministry of Justice and Human Rights, respectively; one or a representative of the respective Court of Appeals, appointed by it; and the Regional Prosecutor of the Public Ministry.
Thus, the Regional Defender of the Public Criminal Defender will also be present; the Zone Chief of Police of Chile or the Zone Chiefs, as the case may be; the Chief of the Police Region of the Investigative Police of Chile with jurisdiction over the region; the Regional Directors of the Chilean Gendarmerie, the Internal Revenue Service, the National Customs Service, the National Youth Social Reintegration Service and the National Service for the Prevention and Rehabilitation of Drug and Alcohol Consumption; and the Maritime Governor, or the Maritime Governors, when applicable.
Regional Security Council
“This Council will have a consultative and advisory character to the Commissioner of Public Security in the implementation and coordination of the National Public Security Policy, Protection of People and Citizen Coexistence at the various levels established in article 2, having to consider the communal plans for public safety. For these purposes, the Council may order the participation with the right to speak of other regional authorities, public officials or representatives of civil society organizations whose opinion it deems relevant for the matters that correspond to it to be addressed in the Council sessions”, it is indicated in The document.
Likewise, this “will be a coordination instance at the regional level of the System established in article 2. Through the respective Public Security Commissioner or Commissioner, you must maintain permanent communication with the community public security councils of the region and the rest of the members of the System and consider the information, background and statistics that these councils provide them.
Finally, “the Council will meet at least once a semester. Also, once a year you must hear representatives of civil society.
