There is hardly an issue that involves more money and that receives less attention than the financial equalization negotiations that the federal, state and local governments conduct every four years to decide on the distribution of billions in tax revenue. In the past this was understandable, because time after time the existing agreements were extended with only minor changes and reforms were put on the back burner.
