NZ Science and Maths Scores Stabilise After 20-Year Decline in PISA Tests

New Zealand’s 15-year-old students have broken a protracted two-decade slide in international education metrics, registering improvements or stabilization in science and mathematics during the latest OECD PISA assessments. The country’s average score in science climbed from 504 to 509 points, while mathematics ticked up by a single point to 480.

While a one-point bump in mathematics sounds modest on paper, it signals a break from a downward trajectory that had vexed policymakers since the early 2000s. These international metrics, administered by the Organisation for Economic Co-operation and Development, measure how well teenagers apply their knowledge to real-world problems.

Yet, as educational analysts pore over the granular data, a more complex picture emerges of a system still wrestling with profound performance gaps and a stubborn reading slump.

The Numbers Behind the Stabilisation

To understand the weight of this turnaround, we have to look at the baseline losses that preceded it. Successive declines over the last twenty years left New Zealand’s reading scores 32 points adrift of early-2000s peaks, mathematics down 43 points, and science trailing by 23 points. Within the OECD framework, every 20 points roughly equates to a full year of learning.

Against that sobering historical backdrop, the latest results offer genuine relief. Science climbed five points to 509, halting a slump. Mathematics steadied at 480 points, keeping New Zealand above the OECD average despite the severe disruptions of recent years.

Erica Stanford pointed directly to shifting attendance habits as a core driver behind tightening achievement margins. Every single day counts, Stanford noted, emphasizing that consistent classroom engagement remains the bedrock of academic recovery.

Yet the good news in STEM comes paired with a stark warning. Reading scores slipped by four points to reach a new low of 497, dragged down primarily by falling scores among boys. The gap between the highest and lowest performers in reading has widened to 302 points—well above the OECD average of 264 points—highlighting an entrenched disparity within local classrooms.

Global Standouts and Sample Integrity

Looking outward, international comparisons place New Zealand’s performance into sharp relief. Asian systems dominated the upper echelons of the PISA tables, with Singapore leading reading at 535 points, and China securing top spots in mathematics (612) and science (597). Outside of Asia, Estonia emerged as a European standard-bearer, leading in science with 527 points.

Despite dropping points in reading, New Zealand managed to maintain its position around the global top 10 for reading and science, while holding steady above the OECD mathematical average. But a closer read of the Ministry of Education’s internal reports reveals a methodological asterisk worth keeping in mind.

Ministry analysts conceded that New Zealand’s scores might be inflated by as much as 15 points. The student sample that sat the test was not entirely representative of the broader 15-year-old population, as slightly more high-achieving students participated than would appear in an unbiased cross-section. A similar sampling skew affected the previous 2022 results, suggesting that while the trajectory is encouraging, the absolute numbers carry a slight administrative halo.

Inside the Classroom Divide

Beneath national averages lies a sprawling distribution of student capability. In mathematics, nearly 29 percent of New Zealand teens now fall into the low-performing category—nearly double the proportion recorded between 2003 and 2009. Meanwhile, top performers in math have halved to just 11 percent over the same historical window.

In science, 19 percent of students are classified as low achievers, while 13 percent occupy the top tier. Crucially, the Ministry’s analysis confirms that the vast majority of performance variance happens within individual schools rather than between different institutions.

We are looking at a system in transition. But as the reading scores demonstrate, the educational foundation remains fragile.
