Opposition to Export of Raw Ore in New Caledonia: Debate over SLN’s Poum Mining Site Closure

2023-08-10 23:45:14

Thursday, while the SLN announced to close its Poum mining site, Paul Néaoutyine reaffirmed his opposition to the export of raw ore. Deputy Nicolas Metzdorf reacted immediately, also by press release.

I ask the President of the North Province to reconsider his position in order to allow these exports“of raw ore, writes the deputy Nicolas Metzdorf in a press release published this Thursday afternoon. For him, “the report of the General Inspectorate of Finance is clear and indicates that increasing the export of raw ore is essential. (…) This requires reviewing the nickel doctrine and authorizing the export of raw ore from geographical reserves and increasing export tonnages. We cannot, for dogmatic reasons, leave employees and subcontractors of the Poum massif in difficulty“, he continues. Reacting to the closure of the SLN site in Poum and to the remarks of the president of the North province, Paul Néaoutyine.

I do not agree with the State reclaiming, for its own purposes, a competence that has already been transferred and that New Caledonian elected officials take the opportunity to unravel the mining code.

Paul Néaoutyine, President of the North Province

This last “stay opposed to the export of raw ore, and from a stronger on the part of the metallurgists, here the SLN with regard to Poum“. “It is not the IGF report or the statements of the President of the Republic that will change things“, he insists in his press release.(s)e elected loyalist colleagues, sitting in Congress, who welcomed President Macron’s statements.” In the eyes of the president of the North province, a member of the Palika, “it is not to the nickel doctrine to which the President of the Republic alluded but to the mining code, the mining code of New Caledonia unanimously adopted by Congress in 2009 and which regulates the export of raw minerals .” Code which he refuses to unravel.

As a reminder, the nickel doctrine enacted in 2015 has three objectives. Control the resource. Stop the export of raw ore, except to offshore Caledonian factories, to process it locally as much as possible. And achieve a majority Caledonian stake in the capital of SLN.

In his speech at the Place des Cocotiers, on July 26, Emmanuel Macron mentioned the nickel doctrine well: “To be competitive, you have to move the nickel doctrine because if there is zero export, there is little chance of being competitive. And we have to shift the balance of production a little.” By directing them towards the battery market, the General Inspectorate of Finance then developed in its report.

One solution could be to lift the ban on exporting raw ore located in a geographical metallurgical reserve.

Report of the General Inspectorate of Finance

The latter refers to “a revision of the legal framework for the control of raw ore exports“. She proposes well “to lift the ban on exporting raw ore located in a geographical metallurgical reserve and to replace the export authorization regime with a declaration regime“but on two conditions, intended to protect the local processing market. These are “of a solution“possible, also specify the experts.
